The Dane County Department of Human Services has a current vacancy for a full time (1.0 FTE) Finance Manager in the Fiscal Management Services (FMS) Non-Contracts unit.

The Eligible List from this vacancy will be used for future vacancies within the next 6 (six) months.

Human Services

This position oversees the department's accounting functions, supervises accounting staff, monitors purchase of service (POS) contract implementation and oversees annual audit reviews. Manages fiscal transactions, financial reporting for federal and state grants, and performs other duties as assigned.

Human Services

  • Finance Manager

  • Fiscal Management Services (FMS) Non-Contracts:

This position oversees the department's collections and payroll functions, supervises fiscal and collections staff, and manages fiscal transactions, collections notices and activities. Coordinates payroll and collections activities with program staff and county departments. Oversees Human Services employee payroll, accounts payable, accounts receivable operations and other duties as assigned.

  • Badger Prairie Health Care Center (BPHCC):

This position oversees the day-to-day business operations and activities and all financial responsibilities related to the Health Care Center enterprise fund. Oversees medical billing, facility purchasing, accounts payable, payroll and personnel activities.

Acts as liaison for facility-wide projects. Coordinates Medicare/ Medicaid cost reports, maintains CMS payroll based journal reporting (PBJ), oversees the billing/reimbursement generated from the MDS and PDPM to track trends, prepares and processes contracts, RFPs, and bids, monitors contracts for cost containment/overrun, coordinates and manages all functional activities associated with budget preparation, reporting and financial analysis, and advises and consults with the Administrator on all facility financial matters. Performs other duties as assigned.

Education, Training and Experience:

Any combination of education, training and/or experience equivalent to a Bachelor's degree in Accounting, Finance, Business/Public Administration or a related field; and a minimum of three (3) years' professional experience performing accounting, finance or business management responsibilities using electronic data processing systems. The listed experience should include at least one (1) year as a lead/supervisor of fiscal staff.

For Badger Prairie Health Care Center: The following experience and/or knowledge is preferred: knowledge of Medicare, Medicaid, and Commercial billing practices, Federal and State rules related to the financial management of skilled nursing facilities, and generally accepted accounting principles and practices (GAAP).

Special Requirements:

Must have a valid driver's license, or access to reliable personal transportation, or equivalent.  Also refer to the 'Physical and Environmental Work Requirements' section below for crucial BPHCC weight lifting and other requirements which must be met.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities.

For Bilingual Positions:

Physical and Environmental Work Requirements:

Professional office work environment. Must be able to lift 25 pounds.

 Phone and computer use. Manual dexterity using fine and gross motor skills. Good visual acuity and hearing with or without corrective devices.

For Badger Prairie Health Care Center:   Must have the ability to assist in the evacuation of residents and lift 50 pounds with or without assistance. In addition, may be required to wear personal protective equipment, up to and including an N95 respirator.

Thorough knowledge of accounting principles and practices which includes generally accepted accounting principles and practices (GAAP). Broad knowledge of principles and practices relating to personnel administration, budgeting, purchasing and electronic data processing applications. Knowledge of supervisory techniques and methods.

Ability to learn and apply complex State and County guidelines relating to accounting, personnel, purchasing and management information reporting systems. Ability to work effectively with other managers in a coordinated and supportive role. Excellent oral and written communication skills.
