General Definition of Work

Performs complex professional work planning, directing, coordinating and supervising all aspects of County financial management and administration, planning and directing the receipt, disbursement and accounting of County revenues and expenditures, managing the investment of County funds, managing the County's debt, assisting with the preparation of the annual budget, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

Examples of Duties

Essential Functions

Oversees compliance with local, State and Federal laws and ordinances for financial activities of the County and other duties as assigned .

Formulates and implements applicable fiscal policies and performs senior level management and fiscal policy advice on County issues, programs and services.

Recruits and selects department personnel; assigns, directs, trains, inspects and evaluates the performance of staff; coaches, counsels and disciplines staff; develops staff schedules.

Develops goals and objectives for the Finance Department that will support the achievement of overall County Strategic Plan and Goals adopted by the Board of Commissioners.

Directs and reviews the annual audit by external auditors including the preparation or overseeing the preparation of the Annual Comprehensive Financial Report (ACFR) and verifying data for accuracy.

Directs the implementation of new Government Accounting Standards Board (GASB) Statements by the required

effective date.

Ensures all reporting to federal and state agencies is accurately completed and submitted by required deadlines.

Ensures that County departments follow required guidelines, procedures, eligibility, program purpose, grant

purpose, etc. for federal, state and other grant awards.

Assists with the preparation of the annual budget; prepares revenue estimates; other duties that

are requested during the budget process; reviews and approves budget amendments.

Plans and directs the receipt, disbursement and accounting of County revenues and expenditures.

Manages the County's financial policies and finances making revisions as necessary as well as recommendations to

the County Manager and Board to maintain or improve the County's Bond Rating.

Manages the County investment portfolio and makes investment decisions in accordance with adopted investment

policy.

Manages the County debt by coordinating tasks to issue new debt or refund existing debt; ensures debt service obligations are fully budgeted and payments are made in a timely manner; prepares and submits post issuance compliance reports; prepares and submits required secondary market disclosures.

Reviews, approves and signs contracts for the County; ensures that contracts comply with the Local Government Budget and Fiscal Control Act.

Addresses inquiries of various County department and officials and develops solutions to the problems posed to include evaluating the impact to the County's financial position.

Presents financial issues to County Officials, agencies and external community groups .

Coordinates with Information Technology department on projects related to financial software programs including design and development of new systems, features or existing system processes.

Knowledge, Skills and Abilities

Comprehensive knowledge of general laws and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of accounting and budgeting in government; thorough knowledge of the principles and practices of a municipal purchasing system; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to analyze financial data and prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with associates, vendors, auditors, elected and appointed officials, and the general public.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Education and Experience

Bachelor's degree with coursework in accounting, business administration, or related field and a minimum of eight (8) years experience in Municipal and/or County finance and local government administration including considerable supervisory experience, or equivalent combination of education and experience.

Special Requirements

Preferred: Master's degree and a Certified Public Accountant (C.P.A.) or Certified North Carolina Local Government Finance Officer designation.

Valid Driver's License.
