Position Summary

The Finance Director supports the fulfillment of Outside I's mission and ensures alignment with strategic goals by being the steward of financial resources and by providing fiscal management oversight. The Finance Director oversees the Fiscal and Compliance teams.

Essential Duties

  • Responsible for all financial accounting and reporting, procedures and internal controls of the department, including Payroll, Purchasing, Accounts Receivable, Accounts Payable, and Fee Schedules.

  • Assures compliance with GAAP, the OMB Uniform Guidance, and the specific requirements of funding agreements.

  • Oversee and manage revenue cycle operations by developing goals, standards, and addressing constrains to service revenue generated by operations. Develop, supervise, and coordinate all efforts to attain maximum capitated arrangements and value-based contracts.

  • Oversee the Compliance program.

  • Prepare monthly Financial Statements; maintain timely and accurate financial accounting records on the accrual basis of accounting; and prepare operational statistical reports to track health center performance for key measures.

  • Analyze impact of various delivery/financial models/purchase-lease systems/capital investments through forecasting and assessing risk. Provide recommendations for new program development.

  • Ensure all insurance coverage, including directors and officers, malpractice, general property, etc. are adequate and in place each year.

  • Oversee fiscal management of all city, county, state, federal and private grants and all contracts.

  • Develop and initiate systems, policies, and procedures for transacting financial matters.

  • Research, support, and implement best practices and resources in areas such as organizational equity and inclusion, equity in Fiscal and equity-based accounting department practices.

  • Supervise the preparation of all regulatory reports (i.e. FSR, UDS, Medicare, Medicaid, IRS Form 990, state tax returns, etc.)

  • Participate in finance committee of the board meetings and present current fiscal status.

  • Prepare, in collaboration with directors, the annual organization-wide budget as well as individual grant budgets; coordinate all department budgets; work with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements.

  • Forecast cash flows and maintain cash management and working capital controls, including oversight and management of idle funds, draw down of federal funds, short-term investment, and timely payment of obligations.

  • Collaborate with the Development team to expand fiscal supports and reporting for endowment funds, major gifts, and private grants.

  • Develop and implement cost allocation policies, including indirect cost rate, and procedures to ensure contract compliance and provide a better understanding of the true cost of services.

  • Train staff on fiscal managing of programs and/or grants, including management of restricted funds and time limited contractual funds.

  • Identify and evaluate financing options for capital campaigns or other major purchases.

  • Oversee financial audit process.

  • Participate as a key member of the senior management team.

  • Participate with Management and Board on strategic directions for the agency.

Qualifications

Knowledge and Skills

Knowledge

  • Knowledge of the principles of financial management sufficient to direct professional staff and coordinate all aspects involved with fiscal requirements of the Agency.

  • Knowledge of primary care, pharmacy, behavioral health, and social services financial and budgetary practices to develop annual budget, analyze financial data and patterns, and prepare financial statements.

  • Knowledge of operational strategic business objectives and performance objectives.

  • Knowledge of governmental and health care fiscal regulations and reporting requirements.

  • Knowledge of computer systems, electronic health record, spreadsheet, and financial system programs and applications

Education, Experience, and Other Required Qualifications

  • Degree in finance or accounting and/or a minimum of five (5) years of experience in fiscal services (grants, contracts, billing and collections, bookkeeping, accounting, reporting).

  • A minimum of two (2) years of experience managing staff.

  • Proof of COVID 19 vaccination or approved medical or religious exception on file is required.

Desired but Not Required

  • An MBA or master's degree in finance or Accounting or Certified Public Accountant (CPA) certification.

  • Five years of leadership experience in accounting and finance.

  • Proven success in developing and overseeing finance operations and systems that support a comprehensive fiscal department.

Working Conditions

This job is located in a standard office environment at our new Century Tower office location at 1201 SW 12th Ave, Portland, OR 97205, and remotely. There is limited exposure to outdoor weather while walking or travelling to surrounding sites.

Physical Requirements

This job requires operating phones, computers and other office equipment. Communicating is required on a regular basis. Moving inside the building to other offices spaces as well as moving to surrounding sites is expected. Occasional travel to locations or community partners and agency events is expected.
