Job Description and Duties

The Finance Budget Analyst (FBA) will perform analytical and consultative duties necessary to carry out the budget development and management functions of the Department of Finance, which is the Governor's chief fiscal policy advisor. FBAs are responsible for:

  • Developing the annual Governor's Budget, including analyzing departmental budget requests and testifying during legislative hearings.
  • Developing written analyses of the fiscal and programmatic impacts of proposed legislation.
  • Analyzing unmet public needs and developing alternatives and recommendations for meeting those needs.
  • Providing information and instruction to other state agencies concerning budget and financial procedures.
  • Developing, maintaining, and operating forecasting models and leading legislation and policy analyses for assigned General Fund and Special Fund revenue forecasts.
  • Research and policy analysis to respond to various routine and complex inquiries relating to the Revenue and Taxation Unit's function as a lead within the Administration on tax policy.

Salary Note: This position is eligible for an additional recruitment and retention pay differential (10% in the first year, and 15% in the second year).

Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of two days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion.

HIRING PROCESS

The FBA hiring process includes three phases to provide interested candidates an opportunity to demonstrate the skills and abilities needed to perform FBA duties.

Phase I- Application Screening

Application packages will be screened to ensure all materials (as described in How to Apply) are submitted accurately and timely. Additionally, applications will be screened to ensure candidates have critical skills, knowledge, competencies, and minimum qualifications that demonstrate potential success as an FBA. Those candidates who pass Phase I will be invited to participate in Phase II.

Phase II - Writing/Math Exercise (Virtual)

Candidates who complete Phase I will be invited to participate in a writing/math exercise that assesses the candidate's writing and math competencies. Candidates who pass the writing/math exercise will be invited to Phase III.

Phase III -Interviews (In-Person)

Hiring interviews with Revenue and Tax Unit management will occur for the most qualified candidates who have passed Phase I and Phase II.

EXAMINATION INFORMATION

To establish eligibility for the Finance Budget Analyst (FBA) classification, you must take and pass the online Finance Budget Analyst exam and meet the minimum qualifications for the FBA classification to be eligible for appointment.

To establish eligibility for the Staff Services Analyst (SSA) classification, you must take and pass the online Staff Services Analyst exam, and meet the minimum qualifications for the SSA classification to be eligible for appointment.
