We have a temporary opportunity for a Senior Finance Analyst to assist with managing the Early Learning Division's finances and provide support to the Finance and Contracts Team. The Division's annual operating budget for 2024 is $70.3M and includes funding from local levies, the general fund, special revenue funds, and a state grant.

Your top priorities in this temporary assignment will be:

  • Providing financial management of Early Learning programs, including the Seattle Preschool Program, ECEAP state grant, and Birth-3 investments, in collaboration with the Finance Manager

  • Providing technical assistance and financial management support to division program staff and the Contracts team

  • Preparing standard and ad hoc financial reports

Here's more about what you'll be doing:

  • Preparing financial reports (budget to actual, variance, labor, ad hoc, etc.) for leadership and program managers based on a variety of source data such as sophisticated Excel workbooks, PeopleSoft accounting system, or the Citywide Contract Management System (CCMS)

  • Conducting research and analyses relating to financial, policy, or operational concerns, including cost projections for grants; and making recommendations to leadership based on findings

  • Preparing and modifying financial summaries and invoice templates in support of Early Learning contracts

  • Developing and submitting grant-required reports according to grant requirements

  • Providing assistance to program staff regarding financial policies, budgets, and accounting processes

You will be most successful in this role if you possess a combination of the following:

An ability to:

  • Create and manage sophisticated Excel workbooks

  • Generate financial reports with tables, charts, and graphs

  • Work independently under limited supervision

  • Work under pressure with constantly evolving priorities while still meeting deadlines

  • Utilize strong analytical, organizational, and creative problem-solving skills

  • Work collaboratively in a team environment

  • Demonstrate strong written, oral, and interpersonal communication skills, 

  • Support DEEL's commitment to racial equity by providing compassionate customer service to DEEL staff and community partners

Experience with:

  • Excel workbooks that are complex in nature (interdependent formulas, hidden worksheets, etcetera)

  • Financial reporting

  • Budget and grant management

  • Working in a human services or education setting

  • Large-scale financial management and accounting software (PeopleSoft, CCMS, Access, etcetera)

  • Windows-based software, including Adobe Acrobat, Microsoft Office Suite (Planner, Outlook, Word, PowerPoint, etcetera), and internet

In addition to the ability to perform the tasks described above, you will need to possess the below required qualifications:

  • Five (5) years of professional experience in budget management, financial analysis, accounting, or other related field

OR

  • Associate Degree in a Business or Public Administration, Finance, Accounting, or a related field

  • Four (4) years of professional experience in budget management, financial analysis, accounting, or other related field

OR

  • Bachelor's Degree in a Business or Public Administration, Finance, Accounting, or a related field

  • Three (3) years of professional experience in budget management, financial analysis, accounting, or other related field

This benefits-eligible temporary position is eligible for overtime and is classified as a Finance Analyst, Senior* and is anticipated to start on September 11, 2024, ending in June 2025. The full pay range for this step-progression position is $50.12 - $58.37 per hour. Temporary assignments begin at Step 1 of the pay progression, which is $50.12 hourly. Current City employees' starting rate of pay will be based on Personnel Rules regarding promotions.

The work of this temporary assignment will primarily be performed via telework/remote work. The person in this role will be required to report onsite to work roughly once or twice per pay period, although this may change based on operational needs. Individual schedules will be agreed on between the employee and their supervisor.

Individuals selected to fill this position may be eligible to receive Language Premium Pay (SMC 4.20.360), which provides a $200.00 monthly stipend to qualified bilingual employees who are properly evaluated and assigned to provide direct communication in-language, interpretation, or translation services to the public on behalf of the City of Seattle.
