JOB SUMMARY:

This is a skilled technical position responsible for installing,maintaining, troubleshooting, documenting, and repairing a wide variety of industrial electrical machinery and instrument systems supporting water pumping, treatment, handling, storage, and disposal functions and facilities. The Electrical Technicianpossessesspecialized knowledge of diagnostic, maintenance, repair, and related safety techniques and practices including, but not limited to, electronic monitoring, metering, controls, and signaling devices.

This employee exercises independent judgment anddemonstratesan intermediate to advanced level of electricalexpertisewith the ability to resolve complex or unique equipment and repair problems. The employee also understands the interrelationship among mechanical,chemical,hydraulic, electrical, and instrumentation sub-systems for proper and sustained function of water treatment and pumping processes.

This position often works independently or in small teams due to the specialization of the work. The employeeis required tohavea high levelof knowledge,skills,and abilities, including the ability to troubleshoot telemetry, Supervisory Control and Data Acquisition (SCADA) systems, and programmable logic control (PLC) hardware and software.

ESSENTIAL JOB DUTIES:

This position performs a wide variety of skilled maintenance tasks in the repair, preventative maintenance, predictive maintenance, calibration, and optimization of electrical,chemical,hydraulic, and pneumatic systems including, but not limited to:

  • Electrical power transmission systems including wiring, controls, andbreakers.

  • Hydraulic fluid power transmission systems

  • Vertical turbine and multi-stage pumps

  • Horizontal centrifugal, progressive cavity, piston, rotary, peristaltic, positive displacement, and centrifugal pumps.

  • Manual and power-actuated isolation, control, and regulating valves andgates.

  • Pneumatic power and instrument air compressors and dryers

  • Centrifugal, positive displacement, rotary, and turbine blowers or fans

  • Boilers and associated instrumentation

  • Mechanical and pneumatic mixers

  • Dry and liquid chemical storage and handling systems

  • Volumetric and gravimetric chemical feeder systems

  • Filtration system pumps and valves

  • Ultraviolet (UV) treatment systems

  • Telemetry and SCADA systems

  • Instrumentation (temperature, pressure, electrical, flow, vibration, etc.)

  • Cathodic protection systems

  • Diesel and gasoline fired engine-generatorsets.

  • Heating, ventilating, and air conditioning systems (HVAC)

  • Other duties as assigned

EDUCATION/EXPERIENCE/LICENSING:

To perform this job successfully, an individual mustpossessthe following level of education, licensure, and experience. Waterworks Operator licensesmustbe obtained within one year of employment.

  • Associate degree from an accredited technical college or the completion of an accredited apprenticeship program in the field of in Electrical, Electronics, or Instrumentation Technology or a relatedfield; or abachelordegree in a technical field.

  • Four or more years of experience in PLC/SCADA programming and the maintenance of electrical equipment and systems in an industrial environment; or any equivalent combination of education, experience, and training.

  • Valid Wisconsin driver's license.

  • Wisconsin Municipal Waterworks Operator License with Subclasses S, D, and L.

Neenah Water Utility may consider any equivalent amount of credentials, licensure, training, or experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of this position.

KNOWLEDGE/SKILLS/ABILITIES:

This position requires the knowledge, skills,and abilitiesto perform and the following tasks:

  • Maintains, inspects, repairs, installs, diagnoses, lubricates, and adjusts mechanical equipment including but not limited to electric motors, pumps, engines, generators, blowers, valves, regulators, air compressors, fans, hydraulic systems, and mixers.

  • Oversees the interconnection between plant instrumentation and the Supervisory Control and Data Acquisition System (SCADA).

  • Understands and performs water quality analysesin order toprovide operational data or make plant adjustments.

  • Operates the plant withoutassistanceas needed to provide relief operator duties.

  • Participates in the development, planning and implementation of ongoing preventative,predictive, and correctivemaintenance programs.

  • Operates a variety of maintenance shop equipment including welders, drill presses, hydraulic presses, grinders, lathes, and saws.

  • Operates a variety ofcommercialequipment, including a forklift, man-lift, or tractor.

  • Uses common hand and power tools and specialized alignment equipment.

  • Provides general preventative and corrective equipment maintenance and repair direction and advice as needed to less experienced employeesassistingwith maintenance work.

  • Uses shimming, rigging, jacks, hoists, pullers, and presses to install or remove equipment and components.

  • Works from blueprints, plans, maintenance manuals, manufacturer specification sheets.

  • Utilizes fall protection to ascend elevated facilities and/or enter confined spaces.

  • Maintain andmonitoras needed the operation of fixed and portable back-up or emergency power generation equipment.

  • Maintains the grounds and facilities, including snowremovalas necessary.

  • Keeps records of maintenance performed and materials used.

  • Identifiesneedsand requisitions replacement parts and supplies.

  • Works at multiple locations including treatment facilities, lift pump stations, elevated water storage facilities, pressure regulating valve stations, air, andvacuum release sites.

  • Works safely and adheres toappropriate safety, confined space, and lockout/tagout policies and procedures.

  • Maintains regular punctual and predictable attendance, works overtime and extra hours as required.Requires the ability to respond and report to on-call or support duties quickly 24/7/365.

  • Communicateseffectively with employees at all levels within the organization as well as with vendors and citizens.

  • Procures or provides input in the procurement of tools and equipment.

  • Preparesforms, reports, and routine correspondence for distribution within and outside of the organization.

  • Calculatespercentages, fractions, decimals, chemical dosages, volumes, ratios, and spatial relationships.

  • Createsand interpretsbasic descriptive statistical reports.

  • Uses andmaintainsa varietyoftesting equipmentincludingmultimeters, current meters, pressure gauges, temperature sensors, and calibration equipment.

  • Designs and createsalarms,engineeringcontrols, andadministrative controlsfor plant equipment and the SCADA system

  • Operatesa variety of small hand tools and power tools including but not limited to grinders, and drill presses, etc.

  • Identifiesandsolvescomplexproblems involving a few concretevariables whileexercising judgment,decisiveness,and creativity in critical and/or unexpected situations.

  • Ability to easilyidentifyrequired tasks and prioritize maintenance needs for the Utility with little to no guidance.

  • Ability to usestandard office equipment including but not limited to personal computer, calculator, phone,fax ,copy machine.

SUPERVISORY CONTROLS:

  • TheWater Treatment Managerassigns work in terms of general instructionsas applicable. Work isgenerally notspot-checked or verified as this position requiresa high levelof ability and trustworthinesswith the ability to lead other employees in the performance of their day-to-day duties.Must understand each Operator and Relief Operator's strengths and weaknessesin order toprovide guidance and training.

COMPLEXITY:

  • An appreciable amount of knowledgeregardingthe operation and maintenance of the plant must be obtained on the job.

  • During an emergency, critical repairs must be completed in a shorttimeframe.

DEPARTMENT AND PUBLIC IMPACT:

  • This position mustpossessthe knowledge, skills, and abilities to make critical repairs and adjustments to the Water Plant withvery littleoversight or supervision.

  • Failure to adhere toestablishedsafety protocols can result in severe injuries or death to the employee and/or coworkers.

  • Failure to follow operational protocols along with DNR and EPA codes and regulations can result in significant negative impacts to the Water Utility and the entire city, including significant monetary penalties, significant negative financial impacts to the city, and risks to health and welfare.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:

  • This positionis responsible forcoordinating the activities for all maintenance personnel and personnel while in a maintenance role (Filter Plant Mechanical Technician, Relief Operators, Operators).
