Job Description

SECURITY OFFICER

Department: Community Corrections FLSA Status: Non-Exempt

Classification/Level: C3 Date: 02/2023

Under the direction of the Senior Security Officer, the Security Officer ensures the safety of all staff, offenders, and visitors in and around the Allen County Community Corrections (ACCC) facilities and monitors the buildings and grounds by the use of surveillance cameras and by visually inspecting all areas in and around the facility. This position is responsible for searches of persons and property upon entry to ensure compliance with agency and program rules and regulations. This position is Covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.

ESSENTIAL FUNCTIONS:

  • Acts as the first responder to any threat or danger to staff, offenders, visitors and/or the Allen County Community Corrections (ACCC) buildings by visual inspection of all persons entering the building. Authorizes removal of persons who pose a danger.

  • Observes and supervises high-risk misdemeanor and/or felony offenders as they move throughout both secured agency facilities, to ensure safety of staff and other participants.

  • Conducts searches of all offenders and visitors passing through security check points ensuring the person does not have weapons, contraband and/or other illegal or prohibited items.

  • Enforces all rules and regulations of the ACCC buildings and programs as it relates to offenders, staff and visitor safety and rules governing offender conduct.

  • Determines and distributes sanctions as warranted.

  • Monitors the ACCC buildings through the use of video surveillance and visually inspects the building to ensure staff and visitor safety and offender compliance to building and program rules.

  • Advises staff when an offender has arrived for a scheduled appointment and determines the needs of offenders without an appointment and attempts to resolve issues.

  • Provides information to all visitors and offenders concerning the program and distributes all required forms to offenders including receiving employment verifications.

  • Oversees offenders assigned to cleaning the ACCC buildings or parking lots from the Community Service Work Crew.

  • Administers portable breath tests to offenders and secures observed urine screens from offenders.

  • Greets visitors and answers the telephone, determining the nature of the calls and responds appropriately. Responds to inquiries regarding offenders of the facilities and/or routes callers to appropriate person or department.

  • Provides situational and facilities security at all ACCC buildings.

  • May periodically secure and/or physically restrain violent/uncontrollable participants as situations demand

  • Checks in vendors and members of the public and oversees visitation as needed.

  • Assists with intakes and head counts at the Residential Services facility as needed.

  • Assists the Residential Services Officers as needed.

  • Assist Client Services staff with collecting drug screen samples and securing those samples for shipping to a testing facility.

  • Ability to be successfully certified in the use of the following equipment within 3 months of employment including the Taser, Handcuff, duty belt gear, Firearm, and Pepper Spray as assigned

  • Effectively uses evidence-based practices with offenders, including Motivational Interviewing and Effective Communication and Motivational Strategies.

  • Performs all other duties as assigned, including overtime as required.

  • Ability to use all assigned uniforms and/or equipment as assigned

  • Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.

  • Must model Pro-Social behavior at times and in all places.

REQUIREMENTS:

  • High School Diploma or GED

  • Specialized training through a program of less than 18 months duration or equivalent work experience and at least one year of experience working with high-risk individuals, law enforcement and/or in a fast paced, high stress environment

  • Working knowledge and application of Indiana law and statutes

  • Ability to obtained required training certificates within 3 months of employment, including First

Responder/CPR, Response to Resistance, Verbal De-Escalation, and Disease Control as assigned

  • Must possess strong verbal and written communication skills

  • Ability to properly document and preserve evidence

  • Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations

  • Knowledge of state and federal court systems with the ability to attend court hearings and provide testimony, as required

  • Ability to perform observed urine and breath drug and alcohol collection and testing

  • Strong computer skills including the ability to use Microsoft Office and other criminal justice related software

  • Strong report writing skills

  • Must attend and successfully complete all required agency training courses, including defensive tactics and other physically demanding hands-on trainings as assigned

  • Ability to obtain Crisis Interviewing Training (CIT) Certification as assigned

  • Ability to be certified in Motivational Interviewing (MI)

  • Ability to be certified in Effective Communication/Motivational Strategies (ECMS)

  • Ability to complete handgun training through the Allen County Sheriff's Department

  • Ability to obtain and maintain State of Indiana License to Carry Handgun

  • Valid Driver's License to operate ACCC vehicles

  • The agency subscribes to the National Institute of Corrections' Eight Principles of Effective Intervention (EBP), must be able to complete required Corrections EBP training programs and demonstrate competencies that focus on empirical recidivism risk reduction strategies

  • Ability to maintain firearms proficiency and successfully qualify with the department issued firearm

  • Ability to use a variety of law enforcement equipment, including but not limited to, handheld radios, portable breath test machine, metal detectors and video surveillance equipment

  • Ability to work with high-risk offenders and a variety of law enforcement personnel

  • Knowledge of evidence-based principles and practices.

DIFFICULTY OF WORK:

The Security Officer performs work that is moderately complex when acting as the first responder to threats or danger to staff, offenders and/or visitors. Use of customary regulations, procedures and techniques is required daily to ensure the safety of staff and the public.

RESPONSIBILITY:

The Security Officer is responsible for the safety of the staff, public and Allen County Community Corrections (ACCC) buildings by enforcing rules and regulations and responding to any threat or danger. Errors in decisions and work can have an adverse effect on the operation and can jeopardize safety.

PERSONAL WORK RELATIONSHIPS:

The Security Officer maintains frequent contact with other County employees, potentially dangerous and violent program offenders and their families, social service agencies, local law enforcement agencies and the general public regarding a wide variety of purposes, including coordinating, negotiating and promoting the services of ACCC.

WORKING CONDITIONS:

The Security Officer works in and out of an office setting, with frequent contact with potentially dangerous, violent, and abusive program offenders convicted of various misdemeanor and felony offenses. Some lifting up to twenty pounds, bending, pushing/pulling loads, reaching over head, kneeling, and crawling is required. The Security Officer frequently types, proofreads, monitors equipment, performs detailed inspections and must have great attention to detail.

Ability to successfully be certified in the use of a Taser and handcuffs
