General Definition of Work

Performs difficult technical and administrative work in overseeingthe work of crews involved in the collection, reduction, diversion, and disposal of solid waste materials, brush, leaves and the delivery of refuse containers and the operation of solid waste vehicles and equipment;does related work as required. Work is performed under the general supervision of the Solid Waste Division Manager. Supervision is exercised over assigned staff.

Essential Functions/Duties

Assigns and directs the work schedules, equipment needs, routes and activities of the solid waste crews;25%Sets standards and enforces policies by periodically inspecting work;20%Assists in enforcement by tagging customers for non-conformance; responds and resolves customer complaints according to the division's policies and procedures;15%Provides safety and technical training for employees;15%Maintains time and equipment records; prepares simple work reports;5%Assists in the preparation of specifications for the purchase of equipment and supplies and requisitions necessary materials and equipment for crews;5%Prepares performance evaluations for assigned crews:5%Interviews applicants and makes hiring recommendations;5%Responds to employee accidents, takes initial statement, photos and makes determination based upon City policy in regards to drug testing and if applicable accompanies the employee to City Nurse5%

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of solid waste collection and disposal activities in the Solid Waste Division; must possess strong communication (written and oral) skills to effectively communicate with staff, contractors and the public; thorough knowledge of the occupational hazards and safety precautions of the work; ability to plan and supervise the work of skilled or semi-skilled workers over a wide area; ability to establish effective working relationships with others; ability to effectively plan and organize;skill in supervising, training and evaluating assigned staff; skill in creating a working climate that inspires trust, teamwork, quality, and pride;thorough knowledge of traffic laws and regulations governing equipment operation; thorough knowledge of solid waste safety procedures and standards; general knowledge of computer operations sufficient to enter, retrieve and manipulate data.

Education/Experience/Physical Demands/Special Requirements/Additional Information

EDUCATION AND EXPERIENCE:

Graduation from high school or equivalent and moderateexperience in solid waste-related activities, in maintenance operations and activities, and in operating heavy equipment, or equivalent combination of education and experience.

SPECIAL REQUIREMENTS:

Complete NIMS IS-700, IS-100, IS-200 and IS-300 training within 12 months of hire.

Possession of NC Commercial Driver's License at time of hire.

B. Balancing: Maintaining body equilibrium to prevent falling when walking, standing or couching on narrow, slippery or erratically moving surfaces. This factor is important if the amount and kind of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

C. Stooping: Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles.

D. Kneeling: Bending legs at knee to come to a rest on knee or knees.

E. Crouching: Bending the body downward and forward by bending leg and spine.

F. Reaching: Extending hand(s) and arm(s) in any direction.

G .Standing: Particularly for sustained periods of time.

H. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

I. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

J. Pulling: Using upper extremities to exert force in order to draw, drag, haul or tug objects in a sustained motion.

K. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles.

L. Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.

M. Grasping: Applying pressure to an object with the fingers and palm.

N. Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of the fingertips.

O. Talking: Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

P. Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.

Q. Repetitive Motions: Substantial movements (motions) of the wrists, hands and/or fingers.

2.The physical requirements of this position:

A. Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

3.The visual acuity requirements including color, depth perception and field of vision:

A. The worker is required to have visual acuity to be the operator of trucks, forklifts, cranes and other equipment.

4.The conditions the worker will be subject to in this position:

A. The worker is subject to outside environmental conditions: No effective protection from weather.

B. The worker is subject to both environmental conditions: Activities occur inside and outside.

C. The worker is subject to extreme cold: Temperatures below 32 degrees for periods of more than one hour.

D. The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour.

E. The worker is subject to noise: There is sufficient noise to cause the worker to shout in order to be heard above the ambient noise level.

F. The worker is subject to vibration: Exposure to oscillating movements of the extremities or whole body.

G. The worker is subject to hazards: Includes a variety of physical conditions, such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

H. The worker is subject to atmospheric conditions:

One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors dusts, mists, gases, or poor ventilation.

I. The worker is subject to oils: There is air and/or skin exposure to oils and other cutting fluids.

Possession of a valid appropriate North Carolina commercial driver's license (CDL) Class B with acceptable driving history.

Drug screening and criminal background checks are required.
