DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Plans, coordinates, and directs the activities of employees within Houston Water who are engaged in providing city utility services which includes: performing repairs on distribution systems lines, repairing fire hydrants, locating and operating valves, installation of insertion valves, performing preventative maintenance, leak detection and restoring work sites. Organizes and assigns the work of water utility maintenance teams and monitors work in progress.
Ensures that employees have adequate work supplies and properly functioning equipment in order to perform assigned tasks. Analyzes and resolves staff, equipment, and operating problems. Reviews operations policies and procedures; recommends changes to increase efficiency and implements approved changes.
Trains new employees on work practices and has a strong knowledge of INFOR IPS procedures. Sets up and maintains employee attendance records. Prepares periodic employee performance evaluations, reviews contents with employees.
Prepares periodic production reports as required and/or requested. Assists with daily operations tasks as needed; drives City vehicle. Oversees preventive maintenance of assigned vehicles, equipment, and tools. Observes safety regulations and ensures that teams do the same.
WORKING CONDITIONS
The position routinely requires lifting moderately heavy items (up to 40 pounds) and very long periods of walking on rough surfaces on a routine basis. There is routine exposure to inclement weather conditions.
This is a Department of Houston Public Works Position at the Tier 1 Level.
EDUCATIONAL REQUIREMENTS
Basic knowledge of grammar, spelling, punctuation and simple mathematical functions like percentages, ratios, etc. as might normally be acquired through attainment of a High School diploma or GED.
EXPERIENCE REQUIREMENTS
Four (4) years progressively responsible work experience in the maintenance field is required. A Bachelor's degree in a related field may be substituted for the experience requirement.
LICENSE REQUIREMENTS
Valid Texas Driver License and compliance with the City of Houston policy on driving (AP 2-2). Preference will be given to applicants with knowledge, ability and experience in the following: asset management, water distribution maintenance, insertion valve process & installations, and operating moderately complex equipment in utility easements.
Preference will also be given to applications with experience and demonstrated skills in Microsoft Word & Excel, Geographic Information Science/GeoLink Enterprise HUB (GIS/GEOLINK), KRONOS, & INFOR IPS or a work order tracking system application are preferred.
Preference will also be given to applicants possessing a Collection III or Distribution B License or the ability to acquire license within twenty-four (24) months of Hire/Promotion.
However, the department may administer a skills assessment test.
