Field Services Project Manager/Estimator

Location: Public Works Department, Field Services

Reports to: Field Services Unit Manager

Type: Exempt

Job Functions:

  • Assist in the development of project bid packages for, but not limited to resurfacing, guardrail replacement/repairs, bridge repairs, and beautification projects.

  • Perform material takeoffs for development of bid schedules.

  • Responsible for day to day management of Public Works Field Services contractors, validate schedule progression and adherence.

  • Leads weekly contractor update/scheduling meetings and special meetings including recording minutes and action items.

  • Coordinates Field Services contractors work activities for particular projects/tasks.

  • Vendor coaching and performance feedback through schedule and quality recordables.

  • Ensure job sites adhere to current edition of MUTCD.

  • Ensure implementation of proper safety protocol that creates a safe and health work environment through the job site and adheres to OSHA safety and record keeping requirements.

  • Takes lead on productivity issues and monitors work performance and productivity of Field Services contractors to ensure project plans and schedule are followed and project is executed effectively and within budget.

  • Advise senior level management of potential problems, work interferences or schedule difficulties, while assisting in circumventing or mitigating such conflicts. Provide assistance to involved contractors in resolving problems.

  • Major contributor to development of a thoughtful project pre-plan which includes schedule, work sequences, manpower utilization, material handling and storage requirements and equipment use.

  • Ensure compliance with all internal and external record keeping requirements, with particular emphasis on accurate, properly coded material delivery tickets.

  • Provide liaison between senior management and Field Services contractors to ensure construction complies with plans, specifications and City quality standards and that the project is completed on time and within budget.

  • Perform additional assignments as directed by superiors or as required for successful project completion.

  • Authorize payment for materials received and work completed.

  • Inspect/validate workmanship and product quality to conform to City standards.

  • Subject to rotational after-hours on call responsibilities, also subject to participate in Public Works emergency response/severe weather operations including uncommon shifts.

Additional Responsibilities:

Qualifications:

  • Minimum 3 years construction experience with a minimum of 1 year in a leadership capacity.

  • Uses time-proven leadership techniques to help contractors fulfil contractual requirements.

  • Ability to analyze and develop solutions to complex problems and to communicate effectively with diverse groups required.

  • Advanced knowledge of various construction disciplines, scheduling, cost control, and quality control.

  • Working knowledge of City computer systems and software necessary.

  • Must have comprehensive understanding of MUTCD.

  • Ability to work well under pressure with an organized approach to managing tasks, time and workload.

  • Ability to obtain GA SWCC Level 1B certification within one year.

Preferred Skills/Experience:

  • Civil Engineering Design Associate Degree;

  • Five (5) years experience in engineering design with at least one (1) in a management or a supervisory position;

  • A thorough knowledge of maintenance and construction principles, practices, and techniques applied to utilities, roads, bridges, drainage systems and vegetation control, including related materials, tools and equipment applicable to their maintenance;

  • Is able to assemble information and make written reports and documents in a concise, clear and effective manner. Is able to use independent judgment as situations warrant;

  • Ability to read blueprints surveys, and job specifications;

  • Working knowledge of paving practices and materials;

  • Working knowledge of utility installation practices and materials;

  • Strong verbal and written communications skills as well as the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech; and

  • Strong inter-personal relationship skills with the ability to establish and maintain cooperative and effective working relationships with others, using tact, patience and courtesy;

Physical Requirements/Working Conditions:

  • Employee must be committed to a high standard of safety and be willing and able to comply with all safety laws and all safety policies and policies and must be willing to report and/or act on safety violations and potential safety violations to appropriate supervisory or management personnel;

  • Requires the ability to work effectively in a fast-paced environment; dangerous and/or hazardous environments; must be flexible and able to adapt to frequent changes in work priorities;

  • Incumbent is expected to meet attendance standards as determined by management. Employee must be available and willing to work according to the assigned schedule. Must be available and willing to work overtime (including daily, weekend and holidays) as determined by management as necessary to meet the business needs;

  • Incumbent will perform duties in a combination of outside work and an office environment. Job requires employee to perform duties at a job site; at times working along and at times working very closely with others;

  • Position requires outside work, subject to all type of weather and temperature conditions. Incumbents may be exposed to chemicals, solvents, fumes, smoke, and gases and various types of surfaces, including slippery or uneven surfaces;

  • Specific vision abilities required by this job include close vision, distance vision, the use of both eyes and the ability to adjust focus;

  • The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class;

  • Must be able to move or carry objects or materials. Must be able to exert up to 75 pounds of force occasionally and up to twenty pounds of force frequently. Physical demand requirements are at levels of those for active work;

  • Subject to rotational after-hours on call responsibilities, also subject to participate in Public Works emergency response/severe weather operations including uncommon shifts;

Schedule and Compensation:

  • Normal workday is 8:00 am to 5:00 pm Monday through Friday in conjunction with hours of construction contracts. Hours may be required to be adjusted depending upon construction contract schedules.
