GENERAL FUNCTION
The Field Service Officer plays a critical role in the Collections Division's primary assigned goals: the enforcement of state statutes, rules, and the collection of outstanding business tax delinquencies/liabilities. This position will have responsibilities involving the collection of unpaid tax liabilities and outstanding delinquencies for businesses. This may include serving as primary point of contact for businesses in assigned sections of the state, conducting examinations and inspections of various tax records, and serving orders to taxpayers whose licenses or permits are canceled.
TYPICAL FUNCTIONS
The functions performed by employees in this job family will vary by level, but may include the following:
General
Examines, investigates, and reviews records, reports, and management practices to ensure legal compliance with state rules and statutes
Appropriately addresses internal and external customer issues while respecting business needs
Assists with other activities performed by other OTC sections and related tax types within the agency
Manages and prioritizes assigned caseload and provides services to taxpayers with little supervision
Identifies the most appropriate method to complete tasks and meet deadlines
Evaluates relevant data and aspects of situations and make appropriate decisions
Reviews applicable laws, regulations, and procedures to provide taxpayers detailed action plans
Provides instruction on the completion and filing of various business tax forms
Conducts a variety of field visits for business tax compliance identified by OTC Divisions, other state agencies, and the general public
May be required to serve as the agency's witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies
Assists in projects as assigned
This specific position will support the following section of the Collection Division with additional duties that will vary by level, but may include the following:
Special Events
This section is responsible for educating, assisting, monitoring, and tracking Special Events held in the State of Oklahoma. Provide assistance and guidance to promoters and vendors, in accordance with Special Events statutes and rules.
Serves as the primary point of contact for special event promoters and vendors via telephone and email correspondence
Performs routine case level work throughout the special event staging process
Reviews and verifies promoter and vendor special event payments for correct period application, reporting, and delinquent billing purposes
Responsible for the identification, development and implementation of improved processes for special events
Contacts vendors and promotors by phone and email, to notify them of unpaid business tax liabilities and/or outstanding delinquencies and advise them on required actions to become tax compliant
Assists taxpayers with special events sales tax filing and payment remittance

LEVEL DESCRIPTORS
The Field Service job family consists of two levels which are distinguished based on the complexity and diversity of job assignments, the extent of responsibility assigned, and the responsibility assigned for providing leadership to others.
The Level I is the entry-level where employees are assigned responsibilities at the full performance level involving business taxes. In this role, they will be responsible for providing a full range of assistance to businesses in completing and filing various tax forms, making detailed explanations concerning the previsions of various tax laws, providing education to businesses, and completing any and all required actions to notify taxpayers of delinquent taxes and secure payment or initiate other actions through the legal process.

Preference may be given to candidates who are proficient in Microsoft Office programs.
SPECIAL REQUIREMENTS
This position requires extensive travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver's License is also required.
This position requires the employee to be able to lift up to 25 pounds, bend, stoop, climb stairs, walk, and reach on a regular basis.
Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some evenings and/or weekends, based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant's home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
