Responsible work in administration, planning, and directing various programs including maintenance of roads, stormwater assets and facilities, sidewalks, and vegetation maintenance. This position works independently and reports directly to the Director of Public Works.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

This position requires public interaction or regular appearances before the Board of County Commissioners and therefore does not permit a claim for protection of your place of work if you will be claiming an exemption from Public Records under Chapter 119, Florida Statutes.

Administers, plans, assigns, directs, coordinates, and exercises general supervision for Field Operations and Stormwater Divisions.  

Assesses and streamlines division organization, personnel distribution, and project requirements for the most efficient utilization of facilities, personnel, and equipment.

Participates in the review of engineering plans and construction specifications for stormwater quality/quantity projects, sidewalk, and roadway improvement projects.

Prepares budget reports and projections for Field Operations/Stormwater operating and capital project budgets.

Assists in developing programs involving engineering, hydrology, operations/maintenance, regulation, and enforcement in accordance with the Stormwater Master plan strategies.

Maintains inventory of equipment, supplies and materials required for all stormwater, roadway, and vegetative maintenance operations, and programs replacements through capital and operating budgets.

Directs, negotiates, and coordinates various agreements with outside consultants and contractors in accordance with the County Purchasing Manual.

Provides leadership to professional, technical, field, and administrative staff responsible for project and program management.

Oversees activities such as communication, representation, and interaction with local and state agencies (i.e. Florida Department of Environmental Protection, South Florida Water Management, Florida Department of Transportation, US Army Corp of Engineers etc.).

Represents the County at various meetings, and public hearings; explains County policies and procedures related to project and program activities.

Works with Public Works Leadership to coordinate public works related field response to natural or manmade disasters.

KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of the principles and practices of management as applied specifically to public works programs.

Extensive knowledge of the types and uses of public works equipment related to street, highway reconstruction, and drainage improvements.

Thorough knowledge of civil engineering as it relates to public works.

Extensive knowledge of South Florida drainage design and systems.

Extensive knowledge of FDOT design standards and specifications.

Knowledge of maintenance funding, financing, and budgeting.

Knowledge of fundamental principles of public administration, business administration, budget development, personnel management, public relations, and community involvement.

Knowledge of public works emergency response duties as related to emergency events.

Ability to supervise the design and execution of Engineering/Public Works projects.

Ability to direct the following maintenance programs:  Roads, landscape maintenance, drawbridge operations, sidewalk maintenance, bridge maintenance, stormwater, and right of way maintenance.  

Ability to supervise professional, technical, field, and administrative employees in the carrying out of various public works programs.

Ability to establish and maintain effective working relationships with other governmental units, subordinates, and the general public.

Ability to express oneself clearly and concisely, orally and in writing.

Ability to work in a team-based environment.

Must possess a Bachelor's Degree in Civil Engineering, Construction Management, or closely related field and seven (7) years' experience in the management of field operations construction, maintenance and repair of highway networks, including significant experience at an executive level interacting with elected officials and other regional stakeholder groups is required.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Florida Driver's License

Registration as a Professional Engineer in the State of Florida is desirable, but not required.

Work is performed primarily indoors but does include construction site reviews on uneven terrain. Involves frequent interaction with people.

May require attendance at night meetings and/or outdoor meetings.
