CLASS DESCRIPTION

The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers to enhance and promote the local economy. Baltimore YouthWorks Summer Jobs Program is one of the largest summer jobs initiatives in the nation. For the past 5 years, the goal has been to offer 8,000 City youth an opportunity to work and earn wages during the summer months. Built on the unspoken expected reality that a large percentage of black and brown youth would have unequal access to a summer job because of structural and institutional racism, YouthWorks prioritizes those most impacted - youth receiving public assistance, low wage families and youth connected to the Department of Juvenile Service.

This is a service delivery position where work duties involve direct support of a YouthWorks unit comprised of approximately 40-70 worksites employing 500-1,000 youth. This position requires the use of a personal vehicle to travel between participating worksites. Assignments are carried out in accordance with Baltimore City (COB) and the Mayor's Office of Employment Development (MOED) - Youth Services Division procedures and policies. Work is performed under supervision of a MOED administrative superior.

ESSENTIAL FUNCTIONS

  • Schedule and attend weekly virtual and in-person worksite visits with approved YouthWorks worksites.

  • Complete worksite visitation forms, incident reports, and other required paperwork.

  • Communicate YouthWorks policies and procedures to youth participants, worksites, and other stakeholders.

  • Review attendance/timesheet records for youth participants.

  • Organize, file, and scan documents to worksite folders and YouthWorks system.

  • Review and document worksite's performance using the Worksite Activity Review Form (WARF).

  • Distribute MTA Charm Cards, pay cards, and/or checks to youth participants.

  • Assist with processing youth participants timesheets.

  • Assist with answering and directing phone calls.

  • Address/document/resolve worksite and youth related issues and concerns under direction of the Unit Supervisor.

  • Represent the Agency and customer service philosophy, policy, and procedures with the utmost integrity.

  • Perform other clerical duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

EXPERIENCE: Have two years of related vocational or job rehabilitation experience and at least one year of customer service.

LICENSE, REGISTRATIONS, AND CERTIFICATIONS: A valid Maryland Class C Noncommercial driver's license or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

ADDITIONAL REQUIREMENTS:

  • Reliable transportation to travel to participating worksites.

  • Access to a computer or laptop with a microphone and camera and high-speed internet capabilities.

  • Ability to pass a mandatory criminal background check and drug screen.

  • Standard work hours for this position are Monday through Friday 8:30am - 4:30pm.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficiency in virtual communications platforms such as Webex, Zoom, Microsoft teams, etc.

  • Must be computer literate with a strong working knowledge of MS Excel and Microsoft OneDrive

  • Must be capable of completing data entry and search functions using agency, city and state software programs.

NOTE: Those eligible candidates who are under final consideration for appointment to this position will be required to submit to drug and alcohol testing and criminal background check.
