Job Summary
The Field Inspector's primary function is to conduct inspections for code
compliance and public safety issues and concerns. The Field Inspector
conducts all residential inspections; assists in commercial inspections as
requested by the Code/Health Inspector; conducts administrative;
technical; mechanical; plumbing; minor electrical inspections and zoning
compliance inspections. The Field Inspector may assist with food and
safety monitoring as needed. Performs other work-related duties as
required. Reviews field inspections with Code/Health Inspector
Knowledge Skills and Abilities
Considerable knowledge of standard practices, tools, materials and equipment of the construction/building trades.
Considerable knowledge of the provisions of national and state building codes and of applicable City rules and regulations.
Ability to enforce all rules and regulations fairly and impartially.
Ability to read, understand and interpret to others complex diagrams, blueprints, drawings, plans and technical specifications.
Ability to foster and promote cooperative relations with the public and varied groups.
Ability to read lab analysis and other reports and distill into understandable terms.
Ability to test and detect faulty materials, craftmanship, and equipment.
Skill in report writing is critical.
Ability to prepare and maintain accurate records, and reports.
Ability to communicate with others effectively, both orally and in writing.
Proficient computer skills to include Municity 5 software.
Essential Functions
These job duties and responsibilities are representative. Specific duties may be assigned to others and/or added to meet the City's business and operational needs.
Conducts residential and commercial building inspections for framing, footings, foundation, plumbing, mechanical and energy systems.
Conducts office reviews of building, plumbing and mechanical plans and other schematics to determine if there are any violations or safety issues for compliance with residential or commercial building codes.
Conducts other related building inspections (such as foundation, framing, plumbing, HVAC or energy code related).
Conducts building walk-throughs in the presence of contractors and owners in order to identify punch-lists of work issues in need of resolution.
When conducting plan reviews and when on-site; reviews for zoning setbacks and compliance.
Prepares inspection reports on field visits for each site, ensuring report is filed accordingly.
Maintains positive public relations when in the field.
Performs similar or related work as required, directed or as situation dictates.
May assist with food, health & safety monitoring issues when requested by the Codes/Health Inspector.
May assist with American with Disabilities (ADA) inspections; asbestos & lead paint inspections
May act as the Code/Health Officer in their absence.
May sign-off on residential and commercial building permits and sign Certificates of Occupancy in the absence of the Code/Health Officer
Recommended Minimum Qualifications
Education and Experience -
High School Diploma and the equivalent combination of an Associate degree with (or a combination of educational classes/course)10 years of field experience in building/construction trades
Or
Associate degree and/or continued education in the construction trades and/or equivalent combination of trade school classes, seminars, or Journeyperson Certificate. (Certified Journeyperson requires 10 years of construction field experience and 4 years of educational courses and exams to become certified.)
Licenses/Certifications -
Journeyperson Certificate/Certified Carpenters Training Program (a four-year apprenticeship certification program with prior field experience and exams) or the equivalent education and prior field experience of a minimum of 10 years.
ICC Certification preferred.
Valid driver's license with good driving record.
