FEMA Fiscal Analyst 3 (FA3)

These are full-time hybrid project positions that will be funded through June 30, 2025

The Office of Financial Services supports agency priorities through budgeting, contracting, grant management, purchasing, facility management, and accounting. The team ensures compliance with financial regulations, maintains operational effectiveness, and leads the agency's financial response during emergencies.

As the Fiscal Analyst, you will provide financial coordination and technical support, ensuring that all documentation required for FEMA reimbursement is complete, organized, and accurate. You'll collaborate closely with a team and report directly to the FEMA Reimbursement Manager.

In this role, you'll support the development and implementation of financial record-keeping for the agency's COVID-19 response, focusing on the Federal Emergency Management Agency (FEMA) reimbursement process.

Location and Flexibility: Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office.  It is anticipated that you'll be expected at the DOH facility located in Tumwater WA for work activities 10% of the time.

Required Qualifications

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

You must meet ONE of the provided options and any additional criteria listed:

  • Option 1: Three (3) or more years of experience in accounting, auditing, or budgeting, or in a finance role within accounting, auditing, budgeting, finance, or a related fiscal program management field.

  • Option 2: Completion of a formal post-high school education or certificate program with a focus on business administration, accounting, auditing, budgeting, finance, or a closely related field; AND one (1) or more years of experience in accounting, auditing, or budgeting, or in a finance role within accounting, auditing, budgeting, finance, or a related fiscal program management field.

AND the following (applies to both options): 

  • Experience will include computer skills with the use of MS Office or comparable systems for inputting data into databases, spreadsheets, word processing tools, and communicating with others via email and chat systems, which may include:

  • Spreadsheets - create, modify, print, and format spreadsheets including work with formulas, data, and functions.

  • Internal information management tool or system - entering, tracking, and monitoring information.

  • Word processing tools - create, format, edit tables; preview, print, and save documents; as well as using standard functions to select, edit, copy, paste, format, headers, and footers, use spell check, and create bulleted and numbered lists.

  • MS Outlook or comparable emailing systems to compose and respond to correspondence electronically.

Preferred Qualifications:

  • Experience in an incident management team during an actual emergency response.

  • Completed Incident Command System (ICS) 100, 200, 700, and 800 level training.

  • Two (2) or more years of experience working in a governmental environment with accounting, budget, contracts or grants.

  • Two (2) or more years of professional experience using state accounting systems - AFRS, Enterprise Reporting, and Web Intelligence.

  • Advanced knowledge of Washington State accounting policies and procedures.

  • Knowledge of WA State general ledger and transaction codes for reconciliation purposes

  • Experience applying and adapting established accounting methods to a variety of accounting transactions.
