FEMA Construction/Building Inspector

Woolpert has been contracted to support FEMA in disaster recovery efforts by providing professional engineering services in the inspection and assessment of public infrastructure, transportation, and buildings. This is an amazing opportunity to employ your unique skillsets byproviding assistanceand support to communities when they need it most.

The Construction/Building Inspector will be involved in large/complexFEMA recoveryprojects located in 17 states across the mid-west including: Ohio, Michigan, Indiana, Illinois, Wisconsin, Minnesota, Arkansas, Louisiana, Oklahoma, Texas, New Mexico, Colorado, Utah, Wyoming, North and South Dakota, and Montana.

This individual should have expertise specific to their professional background and must be available to deploy within the 17-state region listed above. Response and Recovery Deployment scenarios will vary on each task order, ranging from 6-12 months. Candidates must be able to deploy the entire duration of the assigned task order and any option periods. The FEMA Construction/Building Inspector labor category may fill multiple FEMA positions each position has different job duties. Following are the various positions FEMA Construction/Building Inspectors fulfill: Site Inspector, (minor to medium damage) or Project Specialist (minor to medium damage).

Site Inspector (minor to medium damage) - These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non-structural building damage, etc.) to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:

  • Communicating and coordinating with other Public Assistance (PA) staff involved in the PA Program delivery process for Applicants

  • Performing accurate quantification and detailed description of disaster-related damage, including debris

  • Taking representative photographs that depict damage claims

  • Completing sketches of sites to supplement photographs and capture profile and cross-sectional perspectives

  • Writing a detailed damage description

  • Obtaining the Applicant representative's agreement that all disaster-related damage was described and quantified correctly

  • Delivering the completed site inspection information to the Site Inspection Task Force Leader and Program Delivery Manager in a timely manner

  • Developing scopes of work, including related code and standard requirements

Project Specialist (minor to medium damage)

These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non-structural building damage, etc.) and develop the associated project grants to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:

  • Communicating and coordinating with other PA staff involved in the PA Program delivery process for Applicants

  • Scheduling and conducting site inspections with the Applicants

  • Identifying need for and engaging technical specialists and environmental/historic preservation compliance specialists when appropriate throughout the program delivery process

  • Performing accurate quantification and detailed description of disaster related damage, including debris

  • Taking representative photographs that depict damage claims

  • Completing sketches of sites to supplement photographs and capture profile and cross sectional perspectives

  • Writing a detailed damage description

  • Obtaining the Applicant representative's agreement that all disaster-related damage was described and quantified correctly

  • Developing the completed site inspection information in a timely manner

  • Working with Applicants to logically group and prioritize projects based on the Applicants recovery priorities

  • Establishing regular meetings with the Applicants to facilitate the program delivery and recovery process

  • Tracking and following-up with the Applicant on FEMA's Requests for Information and documentation submission

  • Developing scopes of work, including related code and standard requirements

  • Validating applicant-provided scopes of work, including related code and standard requirements

  • Developing and reviewing cost estimates

  • Evaluating hazard mitigation proposals and developing benefit-cost analyses

  • Developing cost estimates for infrastructure projects

  • Evaluating applicant-provided cost claims for reasonableness

  • Reviewing information provided and identifying additional information needed

  • Reviewing applicant labor policies, pay rates, and fringe benefit information

  • Reviewing timesheets and employee work logs

  • Participating in regular FEMA meetings by providing updates on work status

  • Evaluating claims and making recommendations to FEMA as to whether the claim is eligible

  • Discussing and resolving eligibility issues

  • By day 55 after the Recovery Scoping Meeting, verifying with the Applicants that all disaster-related damages have been identified and documented

  • Assist with the development of the Determination Memo by completing appropriate sections and communicating final determinations to the Applicants

Requirements:

In order toqualify for this position, your resume must providesufficientexperience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.

Education & Experience:

A related degree is required + 5 or more years of field experience. In lieu of a degree,10 or more years of field experience is required.

Other Qualifications:

  • Must be a US Citizen per contract requirements

  • Ability to obtain a FEMA Entry of Duty (EOD) clearance which includes a background investigation withfingerprint and credit checks

  • Experience in disaster recoverypreferred, previous FEMA experience a plus

  • Ability to provide excellent customer service

  • Excellent written and verbal communication skills in a dynamic environment

  • Ability to work independently as well as in a collaborative team environment

  • Requires 100% travel with 1-week rotations back home every 45 days, all federal holidays paid, and full benefits while deployed

The primary responsibility of the Building Technician II is to safeguard safeguards the interests of the residents and owners by maintaining the physical condition of property and equipment according to company guidelines and standards. This Building Technician II also protects the property and equipment from damage, loss, and deterioration; and assesses and makes recommendation to the Chief Engineer regarding cost containment and asset preservation. ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES * Calibrates instruments and tools required for job responsibilities * Communicates with facilities management about any work that requires outside expert assistance * Evaluates, repair and maintain plumbing, electrical and HVAC systems in the building * Evacuates building in the event of an emergency * Receive and respond to tenant reports of mechanical or maintenance issues on their premises * Maintains corporate safety procedures at all times and comply with access control regulations * Maintains fire, carbon monoxide, smoke and other safety systems within the structure * Works with tools and supplies necessary to complete projects * Adheres to established policies related to the Fair Housing Act; conforms to all Federal, State and local inspections on equipment and systems as required; and follows OSHA, EPA and NFPA guidelines and standards. * Completes daily pool/spa maintenance and inspections to ensure proper water chemistry and cleanliness of pool/spa area, and to ascertain needed repairs or improvements * Ensures that all interior and exterior areas of the property are litter free, clean and presentable. * Ensures routine service requests are completed within 24 hours; follows-up with residents to ensure the service request was completed to their satisfaction. * Follows energy conservation guidelines and return climate control thermostats to the appropriate setting, including refrigeration units. * Interacts amicably with residents, with a service-minded attitude to identify and address needs or concerns regarding the condition of their apartment and building. * Maintains consistent and timely attendance, sets an example for their co-workers in punctuality. * Performs work to maintain curb appeal standards for grounds and landscaping, exterior and interior illumination, pool and spa, water features; and ensures high traffic areas are in excellent condition. * Performs general maintenance work on vacated apartments to prepare them for the next resident, which may include: drywall repairs, basic electrical and carpentry, plumbing, installing new locks and tile-work. * Troubleshoots basic appliance repairs and identifies replacement and installation needs. * Uses discretion and maintains confidentiality of co-workers, management, owners, past and current residents, vendors, and all outside contacts. * Works with the Chief Engineer to follow the Preventive Maintenance Program guidelines. * Works and Performs other job-related duties as assigned. REQUIREMENTS * High School diploma / GED required; Vocational Training Certification and/or equivalent work experience. * Minimum of 1-3 years of Building Maintenance Technician experience within a hotel, commercial building, high rise environment, and/or multifamily community. * Excellent aptitude in electrical & mechanical , and must score an 80% or higher on the pre-employment maintenance test. * Previous maintenance experience: electrical, mechanical, plumbing, drywall repairs, carpentry, and pool/spa maintenance experience; and HVAC knowledge with a EPA certification. * Willingness to inspect all electrical, mechanical, and plumbing aspects of the property * Must have the ability to climb heights, lift up to 60 lbs., and climb a ladder * Flexible Work Schedule: work evenings and weekends as assigned.
