FEMA Civil Engineer

Woolpert has been contracted to support FEMA in disaster recovery efforts by providing professional engineering services in the inspection and assessment of public infrastructure, transportation, and buildings. The Civil Engineer will be involved in large/complex FEMA recovery projects located in 17 states across the mid-west including Ohio, Michigan, Indiana, Illinois, Wisconsin, Minnesota, Arkansas, Louisiana, Oklahoma, Texas, New Mexico, Colorado, Utah, Wyoming, North and South Dakota, and Montana.

This individual should have expertise specific to their professional background and must be available to deploy within the 17-state region listed above. Response and Recovery Deployment scenarios will vary on each task order, ranging from 6-12 months. Candidates must be able to deploy the entire duration of the assigned task order and any option periods. The FEMA Civil Engineer labor category may fill multiple FEMA positions each position has different job duties. Following are the various positions a FEMA Civil Engineer can fulfill, Mitigation Specialist and Site Inspector or Project Specialist for minor to medium damage or major damage.

Mitigation Specialist - Develop cost-effective measures to eliminate or reduce future damages to damaged facilities specifically, to reduce repetitive damage-to-damage public facilities in accordance with Section 205 of the Disaster Mitigation Act of 2000. The Civil Engineer will also evaluate effectiveness of mitigation measures that have been implemented in accordance with approved Hazard Mitigation Proposals.

Site Inspector/Project Specialist (minor to medium damage) - These individuals will conduct site inspections for sites with minor damage (e.g., minor damage to roads, non-structural building damage, etc.) to validate infrastructure damage and record detailed damage descriptions during the inspection. Specific tasks include:

  • Communicating and coordinating with other Public Assistance (PA) staff involved in the PA Program delivery process for Applicants

  • Performing accurate quantification and detailed description of disaster related damage, including debris

  • Taking representative photographs that depict damage claims

  • Completing sketches of sites to supplement photographs and capture profile and cross-sectional perspectives

  • Writing a detailed damage description

  • Obtaining the Applicant representative's agreement that all disaster-related damage was described and quantified correctly

  • Delivering the completed site inspection information to the Site Inspection Task Force Leader and Program Delivery Manager in a timely manner

  • Developing scopes of work, including related code and standard requirements

Site Inspector/Project Specialist (major damage) - FEMA will require individuals with specific technical expertise to conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. These individuals will conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks:

  • Reviewing and analyzing professional architectural/engineering reports and designs or as-built plans

  • Thoroughly documenting analyses in writing

  • Developing scopes of work, including related code and standard requirements

  • Validating applicant-provided scopes of work, including related code and standard requirements

  • Developing and reviewing cost estimates

  • Advising FEMA staff on the technical validity of claims presented under FEMA's arbitration process. Should arbitration hearings occur, testify as an expert witness on FEMA's behalf

Requirements:
Civil Engineer degree is required. We are looking for individuals within the range of 5 to 10 years of field experience.

Education & Experience:

  • In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.

Must be a US Citizen per contract requirements

  • Ability to obtain a FEMA Entry of Duty (EOD) clearance which includes a background investigation with fingerprint and credit checks

  • Experience in disaster recovery preferred, previous FEMA experience a plus

  • Active Professional Engineer license is preferred

  • Ability to provide excellent customer service

  • Excellent written and verbal communication skills in a dynamic environment

  • Ability to work independently as well as in a collaborative team environment

  • Requires 100% travel with 1-week rotations back home every 45 days, all federal holidays paid, full benefits while deployed

  • Hourly position with all overtime paid at time and

Your Opportunity We are looking for a Texas Department of Transportation (TxDOT) Account Manager (AM) for our Transportation sector in the South Central US Region. In this position, you will lead our TxDOT account team in the development and execution of an account plan for TxDOT, focusing on understanding the agency structures, leadership, and project opportunities, and ultimately be responsible for the growth of the account. You are expected to maintain contact with key clients by leading business development activities, contributing to proposals and projects, and reviewing client agreements. You will also be responsible and accountable for the creation and implementation of effective business strategies with TxDOT, and to motivate other team members within the group to deliver on targeted objectives. The long-term goal of the position is to expand the services and districts in which Stantec performs services for the client.
