Pitt County Animal Services-4550 County Home Road Greenville, NC 27858- is currently seeking several Office Assistants.

GENERAL STATEMENT OF JOB

Under general supervision, performs technical clerical, routine administrative duties in the Animal Control Department. This position makes administrative decisions based on knowledge of department programs, procedures, laws, and regulations.

Work involves assisting customers and the general public by providing information, resolving complaints, preparing and issuing animal licenses, and receiving of associated fees. Employee is responsible for answering the telephone, entering data pertaining to animal licensing, field service calls, shelter data and other activities in the computerized files; maintaining a variety of tangible files; and preparing a variety of records, reports, documents and correspondence. Employee schedule must be flexible.

Provides information to customers and responds to inquires and complaints. Prepares weekly and monthly shelter reports. Performs other related duties as assigned. Reports to the Animal Control Program Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES/ESSENTIAL JOB FUNCTIONS

Oversees the animal licensing program.

Provides information to customers and responds to inquires and complaints.

Compiles all Pitt County animal licensing information and prepare all county and state reports related to such.

Greets and confers with customers/general public to answer questions, solve problems and to issue animal licenses as appropriate, collecting applicable fees and prepare receipts.

Make administrative decisions based on knowledge of department programs, procedure, laws and regulations.

Works closely with other agencies such as local law enforcement, veterinarian officers, nonprofit groups, etc.

Answers telephone and receives inquiries, providing information or referring callers to appropriate agencies; screens and routes communications and materials according to content

Enters data to pertaining to animal licensing, animal control into computerized files, updating files as necessary; bills and collects fees for animal licensing; maintains records.

Performs other related duties as assigned.

Preferred (Majors, Experience, GPA, etc.)

MINIMUM TRAINING AND EXPERIENCE

Graduation from high school and 2 years of experience in clerical work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Prefer applicant with experience in animal welfare field. Must possess a valid North Carolina Driver's license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

Physical Requirements: Must be physically able to operate a variety of automated office machines including computers, typewriters, calculators, binding machines, copiers, facsimile machines, etc.

Requires the ability to exert up to 50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Data Conception: Requires the ability to compare and/or judge the reality observable, functional, structural, or composite characteristics (whether similar to divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving assignments/and or directions from supervisors.

Language Ability: Requires the ability to read a variety of reports, correspondence, forms, checks, ordinances, codes, guides manuals, minutes, bank statement, etc.

Requires the ability to prepare correspondence, reports, forms, budgets, schedules, minutes, phone books, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Must be able to speak to people with poise, voice control and confidence.

Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.

Numerical Aptitude: Requires the ability to utilize mathematical formulas, to add and subtract; to multiply and divide; to calculate decimals and percentages.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Does not require the ability to differentiate between colors and shades of colors.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical Communications: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via telephone.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of modern office practices, procedures, equipment and standard clerical techniques.

Considerable knowledge of arithmetic, grammar, spelling, punctuation and vocabulary. Ability to practice effective communication techniques both orally and in writing.

Working knowledge of the application of established bookkeeping and accounting principles and techniques to governmental accounting transactions.

Skill in the use of popular computer-driven word processing, database, spreadsheet and file maintenance programs.

Ability to analyze, interpret, organize and effectively process and maintain financial records and files, and prepare reports from them.

Ability to screen communications and, based on content, handle independently or route to proper source.

Ability to maintain a variety of complex records and to compile information from such records.

Ability to type with accuracy at a moderate of speed.

Ability to follow complex oral and written instructions.
