GENERAL SUMMARY

Responsible for the development, preparation, implementation, execution, administration and compliance of KCATA's asset management, grants administration and federal compliance. Complies with federal, state, and local legal requirements by studying existing and new legislation. Enforces adherence to requirements and advises management on needed actions. Updates job knowledge by participating in educational opportunities and reading professional publications.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Oversee asset management and grants administration programs

  • Ensure compliance with all federal regulations for asset and grants administration.

  • Ensure timely and accurate submission of grant reimbursements.

  • Have working knowledge of grant match funding including but not limited to FTA Urbanized Area Grants (5307), State of Good Repair (5337), Buses and Bus Facilities (5339), and local match calculations.

  • Provide oversight of Total Asset Management (TAM) for all fixed assets including retirement and replacement of assets that require grant funding as identified by the Asset Program Manager.

  • Serves on Capital Budgeting Committee. Identifies KCATA's capital needs and translates these needs into a capital budget.

  • Oversees KCATA's grant funding programs, maintaining systems and records, monitoring the implementation of programs, coordinating responses to grant program audits and implementing and maintaining internal controls.

  • Oversees the Identification funding sources and forecasts future funding requirements.

  • Oversees and prepares reimbursement requests, ensures compliance and oversees the usage of funds.

  • Actively identify and seek out new grants and other funding opportunities for operating and capital expenditures.

  • Make presentations to the executive team and/or board as needed.

  • Responds to various requests about funding availability, requirements and technical issues.

  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Work requires supervising and monitoring performance for a regular group of employees (1 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

FISCAL RESPONSIBILITY

  • Position has moderate fiscal responsibility. May be responsible for the billing, collection and/or accounting of funds. May be responsible for the handling and balancing of cash.

MINIMUM QUALIFICATIONS

Preferred Education and Experience

  • Bachelor's degree from an accredited college or university in Accounting, Business, Finance or a related field.

  • Certified Grants Management Specialist (CGMS)

  • Seven (7) to ten (10) years of related work experience in asset and/or grant management including grant writing.

  • An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered.

  • Federal Transit Administration (FTA) regulations

  • Asset Management

  • 2 CFR Uniform Requirements

  • FTA grant application, management and oversight procedures

  • Department of Transportation's DBE regulations (49 CFR Part 26)

  • Any additional applicable regulations, procedures and guidelines

  • Federal and State electronic grant application and payment systems

  • Verbal and written communication

  • Mathematics and analysis

  • Problem-solving

  • Leadership and supervision

  • Time management and organization

POSITION TYPE AND EXPECTED HOURS OF WORK

  • Will work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations.

  • Monday through Friday 8am until 5pm.

  • Occasional abnormal hours are expected and required for specific events and to reach all employees.

TRAVEL

  • Occasional travel within the metropolitan area may be required.

WORKING CONDITIONS & PHYSICAL DEMANDS

  • This position is relatively free from unpleasant environmental conditions or hazards and is generally sedentary. Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
