By joining our Department of Highways/Office of Transportation Delivery /Public Transit Branch as a/an Federal Program Specialist in Franklin County, you'll assist in the development and review of grant applications and oversight of agencies who receive Federal Transit Administrative (FTA) funds. Monitor the compliance of third party agencies in accordance with their contracts. Prepare statewide federal transit program budgets, reports, and contracts.
Holders of the Federal Program Specialist position will complete tasks such as:
Assist in the development and review of grant applications, including oversight of agencies who receive FTA funds. Provide guidance to agency staff regarding FTA policies & Federal/State laws & regulations.
Conduct Compliance Reviews and monitor the compliance of third party agencies. Review financial Audits for compliance.
Review invoices for accuracy and submit for payment. Review and recommend budget revision requests.
Prepare and respond to written or verbal inquiries from rural transit agencies. Review third party agency reports for accuracy and timeliness, and prepare reports on behalf of the Office.
Holders of this job will obtain the following skills:
Improved writing skills
Improved Microsoft Office skills
Experience using Adobe
Improved research skills regarding federal and state rules/regulations.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.
Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of required experience.
Substitute EXPERIENCE for EDUCATION: Additional grant-in-aid related experience will substitute for the required education on a year-for-year basis.

Working Conditions
Work typically involves extensive contact with the public. Travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
