The Office of Financial Services (OFS) provides leadership and support for agency priorities and programs through quality financial and operational management including budgeting, contracting, grant management, purchasing, and accounting services. The OFS ensures financial compliance with state and federal laws, regulations, and reporting requirements in addition to performing agency-wide financial activities. The Federal Grant Coordinator is responsible for the overall coordination and review of Federal Grants submitted across the agency, ensuring that the DOH is using its funds in line with its goals to get the best results for public health. They work under the Strategic Financial Investments Manager in the Office of Budget Strategies and Forecasting.

Duties include but are not limited to:

  • Provide senior-level consultation to executive management and agency-wide subject matter experts to develop processes that assist in aligning with our strategic plan and transformational plan to ensure we maximize our funding opportunities, regarding any/all federal grant applications across the agency.

  • Provide senior-level project management and coordination of federal grant activities agency-wide.

This full-time, permanent Management Analyst 4 (MA4) classified role, is stationed out of the Tumwater, WA duty station. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance.

Required Qualifications

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1: A bachelor's degree in public or business administration, finance, or allied field, AND two (2) or more years of experience in coordinating the federal grant application process.

OR

Option 2: Four (4) or more years of management or consultative experience in coordinating the federal grant application process.

AND

Two (2) or more years of demonstrated experience in performing financial and federal grant management activities.

Computer Skills:

  • Microsoft Outlook
  • Basic ability to compose, send, and respond to e-mail and to coordinate schedules and schedule meetings.
  • Microsoft Excel
  • Intermediate ability to create and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data, and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
  • Microsoft Word
  • Intermediate ability to create, format, and edit tables, charts and graphs; insert and format sections, create headers and footers, and work with pictures and draw objects.

Desired Qualifications

  • Four (4) or more years of experience managing all phases of grant management.

  • Experience coordinating a health-related program.

  • Experience working with contractors and guiding and overseeing contract work.

  • Ability to establish ties with community partners such as healthcare providers, voluntary agencies, and local public health agencies.

Conditions of Employment/Working Conditions
