What will you be doing?

As an employee working within the Child Welfare Program, you will have an opportunity to make a meaningful difference in the lives of Oregon's most vulnerable children and families. As a Federal Fiscal Coordinator, you will:

  • Coordinate financial policy and program analysis for administrative reimbursement under Oregon's Cost Allocation Plan.

  • Coordinate programs and management interests, using recommendations to develop program plans, policies, processes, and related materials for federal funding programs (e.g., Title IV-E, Title IV-B) in Child Welfare.

  • Develop program plans, policies, procedures, and related materials to maximize administrative federal revenue while meeting federal and state requirements, legislative intent, department principles, and budget limits.

  • Collaborate with Office of Financial Services to monitor Child Welfare's Random Moment Time Study performance, evaluate findings, develop staff training, and prepare comprehensive reports and recommendations for Executive Staff.

  • Collaborate with Office of Financial Services to update and monitor Oregon's Cost Allocation Plan.

  • Serve as a resource for coaching and training staff to ensure alignment with department mission, goals, and values.

  • Collaborate with other agencies, providing technical assistance and recommendations.

What you need to qualify

  • A bachelor's degree in business or public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical, and planning work. OR

  • Any combination of experience and education equivalent to seven years of experience and knowledge in Child Welfare Programs, implementation sciences, and continuous quality improvement (CQI).

Essential attributes

We are looking for candidates with experience:

  • Two years of experience in program or project coordination, encompassing the development and implementation of program procedures and regulations.

  • Proficient in navigating complex federal financial regulations, adept at designing and monitoring programs to optimize federal funding allocation to states.

  • Skilled in explaining complex financial concepts effectively to diverse audiences, both verbally and in writing.

  • Preference given to candidates with professional Child Welfare experience.

Working conditions

  • Remote work or alternative work location will be considered in filling this position.

  • Occasional travel is required for attending meetings, trainings, and other case related activities.

  • This position requires occasional overnight travel.

  • The standard schedule for employees during onboarding is Monday to Friday, from 8 am to 5 pm. Upon completion of onboarding, there may be potential for a flexible schedule arrangement.
