The Java Development Specialist is involved hands on in designing, coding, enhancing and testing of software applications to meet business process requirements. He/she applies functional knowledge and technical expertise in the implementation of configuration changes and maintenance of software applications. The Java Development Specialist has the ability and desire to work across relevant Custom technologies. Technologies include (not exhaustive):

These (6) positions are located in the U.S. Department of Labor, Employment and Training Administration (ETA). ETA provides Federal grants and technical assistance to State and local levels that provide workforce development services to various populations. * These positions are located inside the bargaining unit. * Additional selections may be made from this vacancy announcement. Learn more about this agency Responsibilities These positions will be filled in one or more locations: Boston, MA; Philadelphia, PA; Atlanta, GA; Dallas, TX; Chicago, IL; San Francisco, CA * There is (1) position available at each of the locations listed above. Please reference below link for applicable pay table per location: https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2020/general-schedule/ Duties Include: General Grants Management: * Develops comprehensive knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. * Serves as a technical resource on workforce development programs pertaining to a full range of issues. Acts as a principal point of contact (liaison) between the Government and ETA grantees. * Manages a grant portfolio within assigned program area(s) of moderate to high complexity, scope, and impact, and conducts the day-to-day grant management for the grants within his/her grant portfolio. * Performs analyses of grant-related data, policy and program issues, and applies problem solving techniques to address issues. * Engages in on-going communication with grantees in order to identify and resolve issues. * Works collaboratively with administrative, program, and performance offices that play a role in the administration of ETA grants. * Carry out activities in the pre-award phase, such as review grant funding applications or state plans, negotiate performance goals, and make funding recommendations to the Grant Officer. * Prepares and delivers presentations to various internal and external audiences (e.g., internal: ETA leadership and colleagues; external: grantee community and other workforce system stakeholders). * Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. * Assists in the development of internal standard operating procedures. * Performs other related duties as assigned. Provides Compliance Assistance: * Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements. * Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. * Interprets Federal requirements and procedures to grantees to assist them to comply with Federal requirements. Conducts Oversight: * Conducts risks assessments of assigned grants. * Conducts quarterly desk reviews of assigned grants (i.e., in-depth performance analysis of grantee quarterly progress and fiscal reports). * As necessary, designates grantees at risk, including notification to grantee, remediation, and documentation. * Develops and carries out monitoring plan, in accordance with annual work plan instructions. * Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs) of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with DOL ETA; assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations. * Prepares monitoring reports upon the completion of a monitoring review. Provides Technical Assistance: * Provides technical assistance to grantees to assist them in accomplishing the goals and objectives of the grant by applying problem solving techniques to address deficiencies. * Identifies grantees' individual and collective training and technical assistance needs and arranges for such training and technical assistance within the parameters of available resources. * Conducts on-site technical assistance (TA) visits to grantee sites. * Assists in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. * Provides technical assistance to grantees on a full-range of areas, including but not limited to: the development and submission of grant modification requests; the development of Corrective Action Plans (CAPs); grant close-out, evaluations or audits. Maintains Grant Records: * Effectively utilizes electronic grant management systems in accordance with established guidelines and protocols. * Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs). Performs other duties as assigned. Travel Required 50% or less - Travel is required within the U.S. to conduct monitoring reviews and provide technical assistance to grantees.
