SPECIFIC DUTIES:

This Assistant Bureau Chief of Construction position is located in the Bureau of Construction in Tallahassee, Florida. The incumbent in this position will assist the Chief of Construction, Facilities Management and Building Construction in administering the construction program for the Department of Corrections. The Bureau includes staff professionally and technically trained in facility construction and repairs. This position oversees efforts by the Bureau by working with staff of regional offices, local facilities, the Department of Management Services, regulatory agencies, consulting architects and engineers, contractors and design professionals. The duties and responsibilities of this position, although not limited to those enumerated below, are as follows:

  • Monitors project status, schedule, budgets, and allocation of funds for construction projects statewide. Verifies project compliance with approved budget and completion within approved schedule. Supervision and direction of Central Office Construction Project Consultants.

  • Oversees preparation of correspondence with appropriate staff; reviews prepared correspondence for completeness and compliance, verifies funding source, verifies that due dates are met, and correspondence is prepared in a timely manner.

  • Participates in the evaluation and selection of Architectural/Engineering (A/E) consultants and Construction Management (CM) firms that are engaged to provide professional services for Department of Corrections projects. Participates in the negotiations of contracts with said A/E and CM firms. Administers work for projects that are performed by outside A/E and CM firms including pay requests, invoices, schedules, and plan reviews. Provides professional advice to the Department of Corrections' regions and institutions in preparing FCO budget requests. Assists in preparing the department's FCO budget request.

  • Serves as a resource person for the department's facilities by performing site visits, reviewing problems encountered with various elements of the facilities, and provide professional advice and solutions. These problems vary greatly; examples are leaky roofs, failing windows, failing security locks and systems, flooring problems and any general construction or renovation related problems at the facilities.

  • Works closely with the department's Risk Management and Finance & Accounting sections in responding to FEMA RFI's and related documentation.

REQUIRED QUALIFICATIONS:

  • At least three (3) years of supervisory/managerial experience in a construction related environment. AND

  • At least three (3) years of operations and construction experience and a bachelor's degree in architecture, engineering, business, or a related area, or

  • At least five (5) years of operations and construction experience and an associate degree, or

  • At least eight (8) years of operations and construction work experience.
