Family Services Supervisor-Foster Care/Independent Living

GENERAL DESCRIPTION OF POSITION:

The role's main responsibilities are overseeing Family Services Specialists and managing programs and activities related to either Foster Care/Independent Living or Child Welfare (adoptions, permanency, and foster care). Staff supervision, planning, training, programming, policy, budget, and reporting fall within the purview of this role. Per key organizational policies, the role prepares, coordinates, and executes programs. Through conferences and reports, it updates executive-level administrators on the status of key initiatives. I am looking for a highly driven child welfare worker with expertise who is passionate about reunifying families and foster care. The ideal applicant will exhibit professionalism, teamwork, leadership, and the capacity to distinguish important tasks from conflicting priorities. Their understanding of the foster care policies of the VA Department of Social Services will be demonstrated. Together with working fluidly with direct care personnel, other supervisors, and colleagues both inside and outside the department, they will possess good writing and vocal communication abilities. TYPICAL TASKS:

The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary.

  • Manage, direct, and lead a team of direct report(s).

  • Provide weekly individual and team supervision to supervisory staff.

  • Cultivate a positive, team-centered work environment.

  • Oversee scheduling and staffing to ensure adequate coverage for crises at all times.

  • Hire, on-board, and train staff effectively to ensure efficient operations.

  • Oversee the recommending selection, training, assigning and evaluating work, counseling, disciplining, and recommending termination.

  • Oversees the Independent Living program to include curriculum for youth ages 14-21 years old preparing for independence; maintains the Independent Living budget lines; identifies goals and implements procedures to program objectives.

  • Responsible for monthly random case reviews to ensure the Permanency Team is always audit-ready.

  • Oversees the Resource/Foster Parent-Kinship Parent Program to include recruitment, retention, support groups, and PRIDE training/ongoing training.

  • Conducts interviews or investigations and makes children and family assessments; formulates and implements a plan of action; documents progress.

  • Reviews requests for services assigns work to family services specialist, and monitors service delivery to clients in crisis and often life-threatening situations

  • Reviews preliminary/investigative reports and makes regular, periodic reviews of cases to ensure appropriate practices and effective follow-up

  • Participates in initial interviews for hiring, promotions, disciplinary action, and termination

  • Gathers pertinent information and evaluates criteria in making recommendations regarding service delivery and utilization of resources

  • Prepares reports and presentations regarding program activities and service needs

  • Attends community and state meetings as a representative of the department to explain programs, services, and regulations

  • Participates in staff conferences to determine service needs, eligibility, and resource utilization in complex cases

  • Provides appropriate program-specific training and professional development activities to family services specialists

  • Participates in the development and implementation of policy and procedures for area of responsibility; interprets same for staff as needed.

  • Maintains record system for an area of responsibility; processes daily paperwork including reports, documents, memos, and personnel information.

  • Serves as an information resource for clients/residents, students, and professionals. Monitors program compliance with applicable guidelines, regulations, and laws; monitors referrals and notifications.

  • Stay abreast of all agency, federal, and state regulatory requirements related to services;

  • Serves as emergency duty on-call Supervisor.

  • Attends or conducts staff, committee, team, and other professional meetings to exchange information; attends professional seminars or conferences to improve professional skills.

  • Complete other duties as assigned.
