Hennepin County's department of Public Health is seeking a Family Health Operations Supervisor. In this position, you will oversee the strategic direction of Early Childhood Systems coordination; oversee implementation of strategic data and performance measure work across Family Health (FH) programs; manage FH contracts; and oversee the work of the FH Operations team. The FH Operations team is responsible for: budgeting, analyzing data, managing contract and grants, writing reports, grant writing, conducting continuous quality improvement projects, creating tracking and data tools, developing presentations, conducting onboarding and training on operations processes, etc. Additionally, the person in this position will collaborate with other Hennepin County departments (Public Health Administrative Services, Human Services, Well-Being, etc.), state agencies, and programs to promote positive health outcomes; and to promote health and racial equity within operations processes for families and residents of Hennepin County.

Location and hours:

This position is hybrid and will be performed both on-site at Hennepin County's Health Services Building, 525 Portland Avenue South, Minneapolis, MN 55415, and remote as job duties require. Work hours will be Monday through Friday, from 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

  • Supervise the work of four principal planning analysts who work across multiple funding sources to support work across the FH area:

  • Manage work plans for each operations team staff member.

  • Oversee planner projects and provide 1:1 supervision.

  • Develop menu of operations services for planners to offer across FH.

  • Document roles and responsibilities to create staffing transition and succession plans and conduct training and onboarding.

Develop resources, policies, and tools to meet FH operation's needs, lead implementation of programs and initiatives, and evaluate service/program outcomes using data-driven solutions to improve program outcomes.Plan, organize, and supervise all aspects of complex projects directly related to FH overall mission and vision.Develop and implement operations strategies to streamline and coordinate activities across FH.Serve as the liaison between FH and Child Protection Services (CPS) for Parents as Teachers (PAT) program expansion for families involved with in-home placement.Facilitate strategic planning and coordination across programs.Establish Service Level Agreements for CPS and FH around data sharing, reporting and program implementation.Coordinate completion of grant reporting requirements.Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity, and inclusion.

Need to have:

  • One of the following:

  • Six years or more of professional work experience in public and/or community health.

  • Bachelor's degree or higher in public health, public administration, community health, environmental health, nursing, behavioral/social science, or other field appropriate to the position and two years or more of professional work experience in public and/or community health.

Nice to have:

  • Experience:

  • Supporting racial equity or disparity reduction work from a public health perspective.

  • Supervising both in person and remote staff and teams.

  • Working in maternal child health (MCH), FH, and/or CPS.

  • With budget, finance, and/or contract management.

  • In workforce development, strategic planning, data assessment, and evaluation.

Ability to use Microsoft Teams, and other online platforms.
