The Facility Technical Manager reports to the Facility Plant Manager and has responsibility for managing the quality effort for the assigned facility. The Facility Technical Manager is the in-plant expert concerning production of the facility's product line, and manages the laboratory staff. The Roseville, CA plant for H.B. Fuller manufactures water-based adhesives sold to markets including Tissue and Towel, Envelopes, Labeling, Packaging, and Paper Converting.


This individual will be involved in a variety of management, leadership, and technical activities including:

  • Function as in-plant expert concerning the production of the facility's product line.

  • Manage laboratory staff

  • Become familiar with and execute productivity, yield and quality enhancement techniques and adjustments to process equipment and formulations.

  • Take timely corrective action with problem products, marshalling the facility's technical resources.

  • Troubleshoot quality problems, document and address issues with timely corrective actions.

  • Recommend process and formulation improvements to new and existing products.

  • As the ISO management representative for the facility, take the lead in the improvement and management of ISO procedures and work instructions.

  • Assist in the identification and implementation of manufacturing "best practices."

  • Vigorously enforce safe manufacturing practices and assist in the compliance with all-application safety and environmental rules, regulations and procedures.

  • Lead all advanced quality planning

  • Quality Control on incoming raw materials

  • Support new product introduction / scale-up and raw material acquisition

  • Build and manage Bill of Materials (BOM) for the facility, to include running the synchronization and other queries per standard business practices for BOM review and maintenance.

  • Oversee management of rework, blocked stock and aged inventory per standard business practices guidelines.

  • Lead Haz Com program and manage the proper storage of products and raw materials

  • Devising / revising methods of Quality Control Analysis in collaboration with R & D

  • Provide customer service assistance for local sales / technical service, as authorized and agreed to by the sales organization and the Facility Manager

  • Assist in process design and development

  • Container labeling regulations

  • Provide customer service assistance for local sales/technical services as required

  • Provide support and training for batch sheet computations

  • Knowledge and communication of hazardous materials shipping / storage / removal regulations

  • Assist and help direct waste management and minimization techniques

  • Oversee the maintenance and calibration of laboratory equipment

  • Act in the place of the Facility Manager, in his/her absence, as required


  • BS/BA Degree in Chemistry, or Chemical Engineering, or other related area required; An alternative to a chemistry degree would be any 4-year degree with a minimum of related technical experience; MBA preferred.

  • Eight, (5) years of prior experience in the chemical industry, (at least 3 years in the Technical Manager, Senior Chemist position, or equivalent), is required.

  • Ability to lead and supervise others and solve problems independently.

  • High familiarity with regulatory matters: OSHA, NIOSH, RCRA, TOSCA, DOT, etc.

  • Familiarity with quality management systems and "Best Practices" procedures

  • Familiarity with Microsoft Word and Excel

  • CQE Certification, (Six Sigma Green Belt, with multiple project experience, in lieu)

  • Extensive Statistical Process Control experience with proven results implementing and managing continuous improvement systems.

  • Experience with ASQ ISO 9000, or ISO 9000-2000

  • Proven track record of quality program management and quality improvement

Preferred Requirements:

  • Knowledge of SAPor similar ERP database management systems

  • Process control experience with the manufacture of Tissue and Towel products

  • Quality control experience with tobacco adhesives and familiarity with the tobacco industry requirements, or FDA requirements.

  • Some knowledge of the chemistry involved in the manufacturing of the products at the specific site

  • Six Sigma certification, (Green or Black Belt), experience in design for Six Sigma DFSS

  • Exposure to applications using continuous improvement techniques; TQM, Problem Solving DMAIC, Fault Tree Analysis, FMEA's, Lean Manufacturing, 5S, and etc

  • Knowledge, experience and demonstrated results improving process capability, monitored and controlled via a Capability Index.

  • Prior experience with adhesives

Physical Environment:

Physical activities require continuous hearing; frequent talking, feeling, sitting, fingering, handling and repetitive motions of hands/wrists; and occasional standing, and walking. Position may carry and lift up to 10lbs. Position requires continuous visual demand 75% - 100% of the time.

This position may also qualify for medical reimbursement depending on the employee's annual base salary. If qualified, H.B. Fuller will pay up to 100% of the employee's medical premium. These duties include but are not limited to the installation, repair, and maintenance of the facility equipment. Supports Facilities Manager with oversight and upkeep of the physical plant, including grounds, utility services, HVAC, plumbing, electrical systems, electronic systems, carpentry, plumbing, etc. and performs other tasks as assigned in the best manner possible for the safety and health of all concerned, and coordinate these activities as needed. MAJOR FUNCTION: Supports all preventive maintenance repair operations, follows schedules for emergency repair activities according to priorities set by Lead Maintenance Technician. Has knowledge in areas such as electric theory, mechanical systems, hydraulic systems, and safety procedures. Perform equipment inspections, noting equipment condition, insuring that proper maintenance is being performed in accordance with URW standards. Supports Facilities Manager for the implementation of the quality assurance program for all work performed by the engineering department. Participates in various facility programs and committees relating to assigned responsibilities' such as safety, disaster, fire, pollution control, etc. Assists with developing a plan and/or procedure for controlling, labeling, recording estimated life expectancy, maintenance, and inspecting all capital and non-capital equipment within the facility and communicates this to URW management. Recommends equipment purchases to replace obsolete equipment items and provide assistance in formulating long-range equipment replacement requirements and coordinates actions with contractors. Assists in the development and implementation of operating and extraordinary expense budgets as required. Supports standards and work methods; takes steps to assure quality and quantity of performance. Assists with establishing plans for improving departmental work emphasizing efficiency and economy. Follows policies and procedures, discusses job problems, and employee concerns with management supervisors and employees. Embraces habits and attitudes for improved performance and good employee attitudes. Ensures that general safety, fire prevention regulations are enforced, and safe working habits are promoted throughout the facility. Ensures that all shop equipment is properly maintained and conforms to safety standards and promotes good housekeeping principles. JOB RESPONSIBILITIES * Supports and follows URW operational policies and standards. * Responsible for driving and managing all aspects of the aesthetic of the mall and maintaining a consistently high customer experience * Sets and maintains a professional work environment * Functions include daily walk-throughs of the center. * Inspects the interior / exterior of the building on a daily basis and follows up on any deficiencies noted. * Processes administrative paperwork in accordance to departmental policies and procedures. * Reports to and collaborates with management of the facility related issues. * As appropriate, records all pertinent data in building logbooks and makes all appropriate daily entries. * Follows department work schedules and performs work orders. * Utilizes the CMMS system and ECOWISE system to efficiently manage the operation of the center. Responsible for the integrity of information in these systems and databases and ensuring these tools are fully utilized. * Coordinates parts, supplies and equipment from local vendors and inventory. * Oversees any on-site equipment or asset inventory. * Inspects and maintains all fire and life safety systems according to local code and in a way that protects visitors, shoppers and employees. * Responsible for practicing safe work habits and maintaining a safe work environment for themselves and others at all times to ensure compliance with all safety programs at the direction of Risk Management. * Responsible to report any unsafe practices or unsafe conditions to the attention of their supervisor. * Facilitates with emergency planning and response in coordination with other key members of the center-level management team. * Attends required training classes and programs as appropriate. * Assures good communication. * Works with management on plant related and tenant related issues. * Participates in regular required communication meetings with Facilities staff and Center management. * Develops goals for department and self. * Builds morale and a team approach and a 'can do, will do' attitude. * Complies with employment laws and employment practices. * Performs miscellaneous tasks as assigned. QUALIFICATIONS: * Experience that is commensurate with the specific facility for the position of a Maintenance Technician. Prefer 3 years progressive operations experience preferably within a retail environment. * Good oral and written communication skills * Computer skills and building automation systems experience preferred. * Should have computer proficiency with familiarity and experience with CMMS computer based work order systems. * Ability to perform tasks that require bending, climbing, walking and use of extremities. * Able to operate and use bench and portable tools * General familiarity with public area and back of house risk areas of a shopping center and measures used to reduce risk in these areas. * Ability to work a rotating schedule during operating hours of the center. * There may be the need to: * Work on weekends. * Work flexible hours (start time may be as early as 7am, end time may be as late as 9pm) – your schedule is TBD * Work 8 hour shifts, 40 hour weeks. * Must be able to respond to the property 7 days a week, 24 hours a day to handle emergencies.
