Facility / Public Works Manager

Overview:

Serve as a Facilities Operations Manager for a Base Operations Support contract in the Central Virginia area. The manager shall direct, coordinate, and manage the work effort associated with facilities including, but not limited to roads, buildings and grounds maintenance, snow removal, utilities, and the maintenance of Government equipment and property. The Facilities Operations Manager shall demonstrate and apply highly developed interpersonal, analytical and communication (written and verbal) skills the ability to manage complex programs in a diverse and dynamic environment with short-notice tasking's under high pressure situations.

Responsibilities:

  • Ensure that all services are delivered and all tasks are performed in accordance with the SOW.

  • Support other key management personnel in their responsibilities and ensure they manage in line with relevant statutory, security, environmental, health, and compliance requirements.

  • Maintain a professional staff and ensure that they follow established Government training protocols, policies, directives, and procedures at all times.

  • Communicate effectively with the US Government employees and departments to accomplish tasks and requirements and promote a customer friendly environment in support of operations at all levels.

  • Meet the requirements SOW, delivering high quality services that align with the needs of the customer and in accordance with applicable statues and industry best management practices.

  • Be responsible for directing all phases of an Operations and Maintenance (O&M) Program from inception through completion implementing a sound maintenance policy.

  • Act as primary customer contact and interface for all O&M activities

  • Be responsible for directing the Contractor's utilities, buildings, and grounds, managing the daily operations and maintenance activities

  • Lead review sessions with the Government to discuss cost, schedule, and technical performance

  • Establish milestones and monitor adherence to master plans and schedules

  • Identify program problems and obtain solutions

  • Provide management oversight and direction to the employees assigned to the O&M team.

  • Ensure all reporting requirements, to include daily and monthly, are completed and submitted in a timely manner.

  • Act as the primary point of contact for after hour emergency response and inclement weather response. Provide updates to the Government, as required.

  • Conduct facility self-assessments and make recommendations to the COTR to increase efficiency and cost effectiveness on a continuous basis

  • Coordinate with the COTR and Mission Partners to perform work activities

  • Provide technical support to operating entities

Required Qualifications and Experience:

  • Five (5) years management experience with 3 years functional experience

  • High School Diploma

  • Must possess a current TS/SCI clearance with polygraph

Other Knowledge, Skills and Abilities

  • Industry recognized certification in Program and/or Project Management or Facility Management is desired

  • Development, maintenance, and reporting of facility and service metrics

  • Ability to work in a fast-pace environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules

  • Excellent organizational and time management skills

  • Expert computer skills, specifically Microsoft Office Suite

  • Experience using MAXIMO

Equipment Operator II's will be responsible for operating heavy construction equipment and participating in the routine functions of a crew. The Department of Public Works builds, maintains and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's Street Network, Traffic Management System, Storm Water System, Waste Management and Recycling Systems. Department Hiring Salary: $29,391 Essential Functions Essential functions include, but are not limited to: * Operates equipment assigned. * Transports workers, equipment and construction material to and from job sites. * Participates in routine functions of a crew. * Performs minor maintenance and repairs on equipment. * Assists other employees on job sites with loading and unloading equipment. * Assists with cleaning of the work site areas and equipment. * Responds to citizen inquiries. * Provides direction and instruction to helpers, assistants, interns, and/or temporary employees. In addition to the above essential functions, Streets and Bridges essential functions include, but are not limited to: * Operates heavy equipment, such as dump trucks, motor graders, pay loaders, backhoes, milling machines, asphalt rollers, tractors, cranes, snow equipment, cement mixers, asphalt distributors and various other mechanical equipment. * Uses various tools and power equipment in connection with maintenance of streets, sidewalks and bridges. * Helps set up grading areas for the laying of concrete, completes utility cuts and places asphalt to finish grade. * Lifts up 100 pounds and works in dirty and/or hazardous areas. In addition to the above essential functions, Storm Water essential functions include, but are not limited to: * Operates heavy equipment, such as front end loader, backhoe, dump trucks, pick-up trucks, vacuum trucks, street sweepers, and various other mechanical equipment. * Builds and repairs storm drains, cleans ditches and drains, lays pipe, repairs caves, sets catch basins, and other duties as assigned. * Lifts up 75 pounds and works in dirty and/or hazardous areas. Education/Experience Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency. Two years operating heavy equipment. Additional Information & Requirements * Valid Driver's License required. * Valid CDL required. May require CDL with Tanker Endorsement within six months of hire, depending upon assignment. (Please note: A current copy of your Division of Motor Vehicles (DMV) driving record, obtained within last 30 days, is required at the time of interview.) The preferred candidate will have the ability to: * Climb, stoop, and bend. * Use considerable knowledge of traffic laws and regulations as they apply heavy motorized equipment. * Understand oral and written instructions. * Read city maps. * Use adequate hearing, vision, and depth perception to safely operate construction equipment in streets with high traffic volume. * Work in adverse weather conditions, including extreme hot and cold temperatures in both emergency and non-emergency conditions. A WORK ASSESSMENT MAY BE ADMINISTERED TO CANDIDATES SELECTED FOR AN INTERVIEW. Work Hours: Hours will vary depending on the crew assignment (some positions may work a 4 day, 10 hour shift depending on crew assignment). Overtime and holidays as required. This position may be required to work an after hours/on-call schedule.
