Reporting to The Manager of Facility Planning-East the Facility Planning Engineer provides engineering expertise and application to help the company to attain optimum operation of the natural gas pipeline and storage system, and to conduct long-term planning to expand the company's pipeline system to effectively meet customer needs or to reach new markets. The Facility Planning Engineer is involved in a broad spectrum of other activities as well, such as assisting with the planning of construction programs; selection of pipeline routes, material and equipment specifications for projects; and development and implementation of commercial strategies, new service offerings, or changes to current services or other tariff requirements.
Apply engineering and other analytical expertise in assigned functional activities;
Use pipeline computer simulation models to evaluate the pipeline system's ability to accommodate customer requests for transportation services, to determine means for serving new markets to evaluate methods to optimize the operation of the pipeline system, and to analyze alternative operations during facility outages;
Use pipeline computer simulation models and other tools to analyze daily pipeline operations, to predict performance, to locate underutilized capacity, to simulate operating conditions in order to respond to technical questions from Gas Control, and to compare actual versus estimated deliveries;
Develop, implement and monitor daily operational plans for moving gas from receipt points or storage through the pipeline system to customers' delivery points to satisfy customer contracts and attain optimal utilization of the pipeline system;
Provide engineering oversight to minimize effect of construction and testing activities on the daily gas flow operating plans;
Participate in the planning and scheduling of construction programs;
Develop high level design of pipeline facilities, selection of pipeline routes, and selection of material and equipment specifications for projects;
Develop alternative operating, replacement, and expansion proposals;
Evaluate or review pipeline system capacity to determine availability of transportation capacity to be posted on Electronic Bulletin Board;
Maintain up-to-date technical expertise, participate in professional groups, maintain industry-wide contacts, consult with outside consultants, assist in technical training of personnel, perform special studies, assure all engineering activities conform to codes, regulatory rules, company policies, standards and specifications, visit field locations, provide liaison between field and Headquarters, provide engineering or system operating expertise to other processes in dealing with legal, rate, regulatory, operations or facility issues;
Other tasks as required.
Qualifications and Education
Effectively manages and completes multiple smaller scale projects concurrently and timely;
Interprets applicable codes and regulations in a wide variety of specific and related specialized areas within the company;
Solves analytical problems for non-routine issues
Communicates effectively with peer technical customer representatives to identify problems and possible solutions;
Maintains ongoing positive presence with customers, other stakeholders and outside entities (i.e. Producers, Pipelines, LDCs, vendors, etc) through professional communications;
Ability to handle and resolve situations with all parties;
Applies formal planning techniques for major projects;
Demonstrates ability to develop engineering standards, specifications, guidelines, policies and procedures.
Education / Experience
University degree in Engineering strongly preferred, with 4 years of experience. However, candidates with extensive or specialized expertise may align to the Technologist job family;
Experience performing hydraulic models, proficiency with gas flow modeling software, capacity planning and/or facility scheduling is considered an asset.
This position requires candidates to:
Travel to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home
Depending on the qualifications of the applicants, the successful candidate may be offered a position at a more appropriate level and/or ladder.
