The incumbent provides support for Salisbury Medical Center and outlying Community Based Outpatient Clinics (CBOCs) for all FMS divisions such as Maintenance & Operations Division, Safety Management Division, Projects and Planning Division, and Biomedical and Space Management.

Duties

Duties include but are not limited to:

  • Provides administrative support and participates in a variety of Facilities Management and VA programs including, but not limited to Systems Redesign, Quality Management, Environmental Rounds, Controlled Substance Audits, and Performance Improvement.

  • Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives, visitors, and all VA staff) in a courteous. tactful, and respectful manner.

  • Works closely with Facilities Assistant and Shop Supervisors to coordinate issuing and closing of work orders and preventive maintenance sheets.

  • Determines if contractor claims for completed work are mathematically accurate by conducting on-site measurements and correlating with appropriate plans and specifications. Performs site visits to facilities to assess facility conditions, provides staff assistance, and coordinates Engineering support.

  • Examines material being incorporated in the work to determine the acceptability of materials. Inspects construction efforts in conjunction with local points of contact and ensures all aspects of work related to health care renovations are coordinated.

  • Determines labor and material costs for maintenance and repairs, minor improvements, maintenance contracts, and alterations. Prepares and transmits detailed instructions to Facilities Management Service workforce via written work orders and sketches as necessary to assure proper direction of the required efforts with realistic cost controls.

  • Receives work orders, evaluates them for approval, checks coding, and releases them to the proper shop for timely completion on a systematic priority basis established by him/her. Spot checks work orders and PM's in the field to ensure timely and accurate completion.

  • Evaluates major component systems (i.e., water distribution system; sewer system; electrical distribution; emergency power generation system; heating, ventilation, and air conditioning system; elevators; boiler plant and steam system; fire detection and alarm system; and medical gas and air systems) to assure sufficient capacity for smooth functioning of the facility and compliance with Joint Commission on Accreditation of Healthcare Organizations (JCAHO).

  • Establishes goals, standards of performance, priorities, and monitoring systems for maintenance, repair, and alterations. Maintains and monitors for compliance all facility related mandatory testing records such as fire alarms, elevator maintenance, fire dampers, sprinkler testing, generators, air change testing and other miscellaneous testing.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Facility Operations Specialist, 1640 Occupational Series, you must possess:

Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. Note: You must submit a copy of your transcripts with your application. OR,

Specialized Experience Requirement: Examples of qualifying specialized experience include:

  • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.

  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.

  • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Note: This experience must be supported by your resume to be creditable.

In addition to the Individual Occupational Requirements (IOR) the specialized experience below must be met:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a maintenance program for a complex facility, including planning maintenance activities, and developing preventive maintenance programs; overseeing construction and maintenance performed by contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs, directing work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: This experience must be supported by your resume to be creditable. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond successfully completed 1 year graduate level education (excess of one year) or superior academic achievement and specialized experience as described above will meet the total qualification requirements. (TRANSCRIPT REQUIRED)

Physical Requirements: Work is primarily sedentary, although visits are regularly made to on-site work areas where the incumbent may be required to bend, stoop, or climb ladders to perform inspections of equipment and building spaces.
