The primary purpose of this position, FACILITY OPERATIONS SPECIALIST, NH-1640-02, in 412 CESQ/CEO, you will serve as Facility Manager and Vehicle Control Officer, managing utility systems, installed furniture and equipment for facilities and vehicles assigned to the 412 CES and 412 CEG.

Travel Required

Occasional travel - Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • Physical Demands: Must be able to lift 50 lbs., climb ladder to inspect roof or change a light bulb. Extended periods of standing, stooping, keeling, etc. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

  • Work Enviroment: The work is performed in a typical office setting requiring the use of normal safety percausions neseccary for an office enviroment. Incumbent may be exposed to noise within the production area.


QUALIFICATIONS: In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-1640, Facility Operations Services Series AND

GENERAL EXPERIENCE: Must have 3 years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band (NH-01). Experience that provided a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.

OR EDUCATION SUBSTITUTION: 4 years above high school level in a major study -- engineering, industrial arts, property management, or business administration. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. General experience directly related to the work of the position may be used to meet the requirements of this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of current management and administrative polices, AF manuals, regulations, and procedures applicable to the operations of assigned facilities sufficient to ensure continuity of operation.
2.Ability to direct, coordinate, and document facilities maintenance and operations activities.
3.Ability to comprehend and analyze computer products provided for detecting trends and to interpret and follow directives relating to vehicle management and control.
4.Knowledge of mechanical, electrical, and/or civil engineering concepts, principles and practices.
5.Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Experience in component removal/replacement scheduled and unscheduled maintenance; Time Compliance Technical Orders (TCTOs) and aircraft modification execution. Technical requirements also include assist/verify fault isolation, troubleshooting, and repair of system failures detected during operational checks associated with modifications and restoration of aircraft to flying condition subsequent to accomplishment of modifications and maintenance. Interprets and uses various test equipment and works from wiring diagrams, engineering drawings, job guides, and maintenance manuals. Must be willing to train and assist in multiple disciplines. Selected candidate will have experience with understanding technical requirements on fighter type aircraft. Candidate must be able to read and interpret engineering drawings, technical manuals, structure repair manuals, understanding symbols, flags, and general notes - Identify aircraft locations by station, butt-line, and waterline as shown on engineering documentation and technical orders. Physical Demands: Regularly required to lift up to 50 pounds and perform repetitive movements, work overhead, to grasp, handle, and/or feel, reach. The employee is frequently required to stand, walk, stoop, kneel, squat, crawl, and twist with and without fall protection devices. Basic Qualifications: 1. 8 to 10 years fighter aircraft maintenance and Quality Control experience. (Specific Flight Test experience highly preferred). 2.Working level of knowledge of AS 9100, DCMA / CGOP and Total Quality Maintenance program and practices. 3.Working level knowledge of such programs as Hazardous Waste Management, Safety, Maintenance Information Systems, Training, Tool & FOD, Security, and Time Accounting. 4.Possess effective communication skills for coordinating with Flight Test Control Engineers, Aircraft Supervisors, Field Service Reps, System Engineers, Maintenance Logistics Support Manager, and Maintainers on quality issues, Instrumentation System Integration, Deficiency Analysis/Reporting, and other issues related to quality as they occur. 5.Ability to conduct audits, in progress and after the fact inspections and compose reports and correspondence as necessary in the performance of assigned duties. 6.Must be able to read/interpret engineering drawings, blueprints and maintenance instructions. 7.Must be able to obtain a Secret Security Clearance. Desired Skills: Previous flight line experience on Fighter Aircraft. Must have been previously awarded a 5 or 7 Skill level USAF AFSC, Navy NEC, or Marine MOS discipline rating or an equivalent Airframe and Power Plant, FAA certificate. APG/TAMS. Aircraft systems, associated support and test equipment, and on and off aircraft inspections. Specific Flight Test experience highly preferred. Basic knowledge of Low Observable coating application, flight test instrumentation, and weapons loading/unloading. Experience with aircraft mods will be a plus. Experience with Power Plant, Flight controls, Environmental Systems, and Phase inspections. Working level knowledge on Maintenance Information Systems such as Electronic Maintenance Instructions, Aircraft Forms Documentation, and Supply Chain Management. Must be knowledgeable of Tool Control, FOD, Supply, HAZMAT, Training, Quality, and Security programs.
