POSITION OVERVIEW:

The Texas Education Agency (TEA) oversees the primary and secondary education of more than five million students in Texas public schools by providing leadership, guidance, and support to school systems. Well-equipped agency employees are critical to ensuring local school districts, superintendents, and teachers are supported to ensure the Agency's Strategic Plan is successful in achieving our vision to prepare the public-school students in Texas for success in college, career, or the military.

Reporting to the Director of Agency Services and Operations, the Facility Operations Manager leads a small team that provides logistical and operational support across the agency, including mail, asset, inventory, supply, fleet, and emergency management. This role interacts with other leaders and staff across the agency. As a senior leader in the Agency Services unit, the Facility Operations Manager works with other leaders and staff across the agency to ensure the effective and efficient delivery of appropriate logistical support to TEA's hybrid workforce and workplace. The Facility Operations Manager works under limited supervision with moderate latitude in the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1.Team Management: manage a unit of approximately three TEA employees towards our fiscal year 24 Operations Priorities; set the vision and direction for the team, inspiring and motivating employees to authentically engage in the work and drive towards outcomes; oversee the performance and development of the team in alignment with TEA's talent management best practices and policies; directly responsible for the management and career development of at least two direct reports

2.Facility Management & Improvements: manage and directly support agency-wide workplace enhancement projects in alignment with day-to-day activities and the Travis Master Plan, as directed by the Director of Agency Services and Operations; manage the Facilities Operations team and coordinate with external entities to operationalize agency-wide facilities projects (including modular system installs and reconfigurations), facilities support, and hybrid workplace projects; complete workplace projects including the surplus process

3.Asset, Inventory & Supply Management: provide support for the agency's asset management program including maintaining/certifying state property, transferring or disposing of agency-owned assets, and inventorying agency archive records; develop and implement risk management and loss control guidelines and managing the agency's supply, receiving, and inventory processes

4.Agency Fleet Operations: oversee the agency fleet management program by coordinating fleet operations, maintenance, and administrative functions across centralized agency vehicles and regional fleet operations; develop, implement, and maintain procedures and process documents, update and maintain state reporting requirements, and provide technical assistance with fleet operations

5.Emergency and Risk Management: provide technical assistance and support for the agency's emergency management and continuity of operations programs; establish and maintain emergency procedures, establish fire/safety teams for the Agency, schedule, train and meet with floor reps, and maintain emergency equipment (radio, flashlights, vest, and AED machines); liaise coordination with other state agencies and entities involved in emergency management activities when needed

MINIMUM QUALIFICATIONS:

  • Education: Graduation from an accredited four-year college or university

  • Required Licenses: Must possess and maintain a valid class "C" Texas driver's license in accordance with the agency's driving policy and state law.

  • Experience: At least five (5) years of experience in the public or private sector coordinating facility operations, maintenance, logistics, and/or related operational support. Prior supervisory experience is highly preferred.

  • Substitutions: An advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS:

  • Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.

  • Knowledge of state agency facility rules and regulations, Texas Procurement, State Property Accounting (SPA) and asset management.

  • Ability to manage multiple projects with varied timelines and collaborate with diverse individuals and groups.

  • Ability to motivate and influence others where there is not a direct reporting relationship.

  • Ability to evaluate agency policies and programs for compliance with applicable state and federal laws, standards, rules, and professional risk management guidelines.

  • Ability to adapt to unexpected tasks and work in an environment that requires short turnaround times.

  • Knowledge and experience in the state emergency management program and State Office of Risk Management (SORM) rules and regulations is highly preferred.

  • Experience using the Asset Management, Inventory and/or Purchasing modules in the Centralize Accounting and Payroll/Personnel System (CAPPS) is highly preferred.

  • Knowledge of principles and practices of fleet operations management, fleet equipment operations, and applicable federal, state, and local laws and regulations is preferred.
