You will serve as the Facility Manager in the Policy, Plans and Requirements (PPR) directorate of the White House Military Office (WHMO), Naval Facilities Engineering Command Washington.

Responsibilities

  • Coordinates the development of annual maintenance work program and budget to ensure effective facility operations.

  • Utilizes facility management software systems and other programs to track and evaluate maintenance work performed.

  • Coordinates to ensure system interoperability for communications, logistics, security, life support, backup electrical and utility systems to ensure facilities are 100% operational.

  • Ensures integrated design, construction, repair, test, evaluation, inspection operations and maintenance of facilities to maintain situational awareness of facility issues that could affect operations.

  • Serves as a Contracting Officer's Technical Representative (COTR) to manage repair and maintenance work.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field

  • Facilities Engineering

  • Level III. Certification is required within 24 months of appointment.

  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1)Coordinate development of annual maintenance work programs and budget to ensure effective facility operations; 2) Utilize facility management software systems and other programs to track and evaluate maintenance work performed; 3) Ensure integrated design, construction, repair, test, evaluation, inspection operations and maintenance of facilities to maintain situational awareness of facility issues that could affect operations.

FOR GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Ensure integrated design, construction, repair, test, evaluation, inspection operations and maintenance of facilities to maintain situational awareness of facility issues that could affect operations; 2) Serve as Contracting Officer Technical Representative to manage repair and maintenance work; 3) Perform contracting functions for facility services, facilities support, utilities and logistics to ensure efficient facility operations; 4) Implementing acquisition planning, scope development, cost estimating and scheduling to identify gaps in maintenance and contract for repairs; and 5) Coordinate the development of annual maintenance work programs and budget.

Applications will be accepted at both the GS-13 and GS-14 levels.

The salary range for this position at the GS-13 level is: $96,970.00 to $126,062.00, including a 28.22% locality pay rate.

The salary range for this position at the GS-14 level is: $114,590.oo to $148,967.00, including a 28.22% locality pay rate.

  • Incumbent shall hold a current Top Secret security clearance based upon a Single Scope Background Investigation (SSBI) and be eligible for access to Sensitive Compartmented Information (SCI) when specifically required.

  • Incumbent shall be favorably adjudicated and approved for special access to Presidential Support Activities in accordance with DoD Directive 5210.55 (Access to Presidential Support Facilities

  • Special Access Program, Yankee White).
  • Incumbent will participate in drug testing commensurate with the DoD provisions and requirements for maintaining security clearance and special access, and may be subject to national security or lifestyle polygraph examination, or other security surveillance methods.
