The Washington State Department of Corrections (DOC) is seeking a seasoned healthcare leader and public servant to serve in the critical role of Facility Medical Director at the Monroe Correctional Complex (MCC) located in Monroe, WA.  This position consists of a blend of administrative and direct patient care responsibilities. Our health care providers work with incarcerated individuals to provide high quality, non-judgmental care to this vulnerable and underserved population.  The Facility Medical Director has oversight of all medical decisions and care at the facility. This positions work schedule is 7:30am - 4:00pm Monday-Friday, but may be required to be on-call as needed.

The Facility Medical Director (FMD) analyzes, directs, and coordinates medical care provided to the patients at Monroe Correctional Complex. Collaboratively develops, directs, and supervises implementation and ongoing coordination of a health care delivery system approach to the provision of health care, to include development of a population-based demand management approach with an equal emphasis on prevention.

Maintains positive professional relationships with patients, community medical providers and co-workers, and uses problem-solving skills.  In collaboration with the Health Services Manager 3, actively leads and participates in Continuous Quality Improvement initiatives. The Facility Medical Director has oversight of all medical decisions and care at the facility and can countermand another clinical at the facility level.

Other duties include the following:

Provide administrative and clinical oversight to all medical providers and the facility

  • Supervise administratively and provide oversight for all medical providers (Physicians, ARNP's, PA's) at the facilities for which the staff person serves as the Facility Medical Director. Oversee onboarding and orientation program, establish performance expectations, conduct clinical and administrative performance reviews.

  • Evaluate clinical and contractual performance of all contract medical providers. Provide recommendation to Health Services Managers and administrators on contract establishments and/or renewals.

  • Provide instruction/education, and mentor medical providers

  • Review clinical compliance with Department policies, Health Services Standard Operations and Procedure Manual including Health Services Offender Health Plan and DOC-DOH Health. Environmental and Safety Standards.

  • Co-Chair with Health Services Manager 3 the Facility Coordinated Quality Improvement Program Committee

Plan and delivery of health care services at the MCC facilities. Take after hours call if necessary.

  • Design, approve, and monitor clinical delivery processes at the facility levels, ensure implementation of the adherence of DOC Offender Health Plan, Policies, and Protocols.

  • Collaborate with Health Services Managers and facility clinical leads to optimize efficient utilization of health care resources

  • Preform authorization procedures in accord with the Offender Health Plan and DOC Health Services care protocols.

  • Be available in person or by telecommunication 24/7 to address facility authorization and administrative needs or when not available arrange backup with another designated staff Physician, Facility Medical Director, or Chief Medical Officer, in consultation and agreement with the Health Services Manager 3/designee.

  • Ensure implementation of and adherence to DOC Offender Health Plan Policies and Protocols.

Lead quality improvement efforts.

  • Collaborate with Health Services Manager and facility clinical leads to ensure multidisciplinary coordination for optimal health care quality at the facilities served.

  • Participate in offender grievance responses as requested by Health Services Manager 3/designee

  • Participate as needed as clinical consult in responding to staff licensing issues, tort claims, lawsuits, and other legal issues

  • Participate as requested Health Services Manager, Health Services Administrator, Chief Medical Officer, and Assistant Secretary for Health Services in responding to concerns presented by offender family members, advocates, and legislator's offices.

Participate in statewide clinical leadership committees.

  • Participate in Facility Medical Directors and weekly medical transfer conference, Health Service Extended Leadership team meeting.

  • Participate in Care Review Committee Conference and decisions.

  • Participate in Health Services Extended Leadership team meetings and activities.

  • Maintains and develops optimal working relationships.

Other duties as assigned.

  • Maintains and develops optimal working relationships with contracting hospitals and other community health care providers.

  • Provides direct patient care to meet facility requirements; care provided maybe be consultative in assisting other primary providers or as needed may be direct primary care as required to meet facility obligations.

Required:

  • Medical Doctor (MD) or Doctor of Osteopathic Medicine (DO) from an accredited School of Medicine AND completion of an ACGME/ABOM accredited residency program

  • Board certification in an ABMS /ABOM certified specialty with Internal Medicine preferred. Board eligible physicians may be considered with continued employment contingent upon achieving board certification within 24 months of the hiring date (unless the incumbent employee was in the position prior to December 31, 2019)

  • Board certification must be maintained by the employee as a requirement for continued employment (unless the incumbent employee was in the position prior to December 31, 2019).

  • Unrestricted license to practice medicine in Washington State

  • BSL certification

  • Experience supervising and/or directing healthcare delivery operations
