SUMMARY - This position is responsible for repairs and maintenance to City facilities and grounds. This position is responsible for the direct supervision of the Maintenance Technician I employee. The work requires skills in rough and finish carpentry; hanging, finishing, and repairing drywall; painting; installing and repairing flooring; and basic repairs to concrete structures, roofing, plumbing, HVAC and electrical systems. Performs physically demanding tasks such as climbing ladders, lifting, carrying, working on roof's, and working in extreme weather. Work is performed under the general supervision of the Facility and Grounds Chief.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Performs routine maintenance to City buildings including, but not limited to, rough and finish carpentry; hanging, finishing and repairing drywall; painting; installing and repairing flooring; and basic repairs to concrete structures, roofing, plumbing, HVAC and electrical systems.

  • Operates vehicles, and a variety of power tools and hand tools with proficiency and expertise. Responsible for the care and keeping, proper use, and maintenance of this equipment.

  • Prepares estimates of time and materials as needed for repair and maintenance projects.

  • Purchases supplies as needed and authorized to perform maintenance and repair duties.

  • Schedules work to minimize inconvenience to users of facility and maximize efficient use of time and materials.

  • Maintains records of supplies, equipment, expenses, facility inspections and inventories for all maintenance operations and complete records of time and materials utilized for repair and maintenance projects.

  • Prepares routine reports related to the work performed.

  • Oversees contractors hired to perform related repairs and maintenance activities. Inspects work in progress and upon completion to assure adequacy and thoroughness and takes actions necessary to meet acceptance levels.

  • Supervises Maintenance Technician I and other staff employees as assigned to assist in maintenance and repair duties.

  • Trains staff employees in the performance of assigned tasks.

  • Able to read and interpret basic construction drawings.

  • Ability to establish and maintain effective working relationships with associates and the public.

  • Assists with weather related emergencies pertaining to parks and facilities; i.e. snow and ice removal, cleanup after storm, etc.

  • Willingly and cooperatively accepts other related duties and responsibilities as assigned.

  • Acts as a member of the department's Emergency Response Team.

  • Meets with the public and contractors as needed.

  • Coordinates and supervises day to day operations with Maintenance Technician I

SUPERVISORY RESPONSIBILITIES - The supervisory duties of this position are direct supervision of the Maintenance Technician I and occasionally directing work of departmental unskilled or semi-skilled temporary employees or staff employees temporarily assigned to complete a maintenance or repair task. This person carries out these supervisory responsibilities in accordance with the policies of the City and the Department and applicable laws. Responsibilities include training employees and directing work.

MINIMUM QUALIFICATIONS - The minimum eligibility requirements for this position are as follows:

MINIMUM AGE - 21 years. Must be in good physical condition to perform manual tasks and have the ability to deal tactfully and effectively with the public.

  • EDUCATION and/or EXPERIENCE - High school diploma or general education degree (GED) and 4 year's experience in building maintenance activities or an equivalent combination of technical school training and experience, including 2 years of supervisory experience, or an equivalent combination of technical school training and experience.
  • CERTIFICATES, LICENSES, REGISTRATIONS - Must possess, or have the ability to obtain within 6 (six) months of hire, a Red Cross Standard First Aid certification and a Cardiopulmonary Resuscitation (CPR) certificate.

Must possess a current and valid Class "C" Maryland driver's license, or a comparable driver's license issued by the employee's state of residence, and a proven safe driving record. Must be able to attain the following certifications in the Incident Command System (ICS) within 6 months of employment: ICS - 100 and ICS - 700.
