POSITION: Facility Maintenance and Planning Manager

This position is responsible for directing, managing, and supervising the work performed by members of the maintenance department. Coordinate repair and maintenance requirements for district facilities. Identify repair/maintenance and construction needs, solicit quotes, assign, and direct the work of outside contractors/vendors as determined.
PRIMARY JOB FUNCTIONS:
Direct, manage and supervise the work performed by members of the maintenance staff and coordinate the repair and maintenance of all facilities and systems.
Develop, implement, and evaluate a schedule for preventive maintenance and repair needs for all District facilities and departmental equipment. Identify facility assets and assign responsibility for the maintenance of these assets.
Participate in the support, maintenance and updating of the Long-Term Facilities Maintenance Plan (LTFM)
Oversee the Districts computerized maintenance management system to ensure work requests are prioritized, categorized, evaluated, and maintained.
Monitor Building Automation Systems (Siemans and UHL) and coordinate orientation and training for building staff in the proper operation of the systems.
Assist in the development of the preliminary conceptual designs, budgets and time estimates for assigned projects and provide financial oversite for these projects.
Work with architects, engineers, contractors, appropriate district staff and consultants to develop facility projects, plans, specifications and bid documents for capital improvement projects.
Solicit quotes, schedule work, coordinate with contractors and communicate with staff regarding repairs to building systems.
Assist in budget development, monitor, and approve expenditures for operations, capital projects and the Long-Term Facilities Maintenance levy.
Provide detailed lists and written reports regarding projects, repair needs, budget needs, issues, and concerns with a comprehensive plan of resolution.
Provide insight and recommendations for developing preventive and predictive maintenance project needs and equipment replacement.
Investigate mechanical, electrical, and structural concerns of buildings, equipment, and fixtures. Analyze for needed repair versus replacement and implement corrective action.
Regularly inspect all District properties to ensure they are operating properly, efficiently, safely and within guidelines established by state, municipal codes and District procedures.
Identify events that could alter the scope, budget and schedule of projects and develop contingency plans for meeting objectives.
Examine plans and specifications for district buildings prepared by external consultants, contractors and propose changes as required to comply with District standards and or industry best practices.
Observe the construction of district buildings and monitor project quality control and conformance to project objectives.
Perform other duties and assume other responsibilities as assigned.
JOB SPECIFICATIONS (EDUCATION, LICENSE, EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES):
BA or BS Degree from an accredited college or university with a degree in Architecture, Electrical, Mechanical Engineering or a closely related field and 3 years work experience in an educational/institutional setting.
Minimum 5 years job related experience, to include supervision, training and motivation of personnel and facility maintenance/repair methods and practices in areas such as carpentry, masonry, roofing systems, HVAC systems, plumbing and electrical maintenance.
Successful project management experience managing projects from concept to completion including design development, specification development, budget development and management, bidding, punch list and project commissioning.
Excellent communication skills, both written and verbal to communicate effectively with a wide variety of groups and individuals including teachers, principals, administrative staff, contractors, vendors, employees, enforcement agencies and municipalities.
Proficient computation skills for determining a variety of formulas including dilution rates, CFM factors, budget development, estimating, monitoring, and forecasting.
Ability to multi-task and meet deadlines on various diverse projects.
Possess strong interpersonal and collaboration skills, able to conduct large group meetings.
Strong research and information gathering techniques.
Ability to provide results in an understandable and cohesive manner.
Excellent foresight in developing a prioritized predictive replacement/repair plan and identifying preventive maintenance needs.
Proficient in computer applications including Word, Outlook, Excel, and Power Point
Prompt, regular, and reliable attendance.
Communicates with students, parents, co-workers, supervisors, and the community in a positive and responsive way that is consistently welcoming and enhances effective work relationships.
Demonstrates an appreciation of diversity in all interactions and job functions.
State of Minnesota, Operating Engineers license with a level applicable for this position. Other certifications/licenses that will benefit the proper management and upkeep of facilities.
Leadership in Energy and Environmental Design(LEED) Accredited Professional.
