Manager Facility Maintenance, Construction and Fleet Operations

Euless, TX

Job Summary:
The Manager of Facility Maintenance, Construction and Fleet Operations is responsible for acquisition, disposition and safe maintenance of all vehicles that are part of the Volunteers of America Texas, Inc. inventory of human service program support vehicles. In addition, this Manager is responsible for the acquisition and disposition of all vehicles, boats and recreational vehicles that are donated to Volunteers of America Texas outside of the Houston Auto Enterprise zone of operations. The incumbent is also responsible for the maintenance and repair of buildings, grounds, appliances, equipment, and furnishings in the Volunteers of America Texas non-HUD properties through subordinate staff.


Bachelor's degree or equivalent experience plus two years directly related experience.

Valid Texas drivers' license and clear MVR (ability to be insured)

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Develops, implements, and maintains an effective maintenance work order system to ensure that routine maintenance as well as repairs and installations are completed in a timely manner based on priority, and that all buildings, equipment, and systems are kept up to standards.

  • Evaluates electrical, plumbing, structural, painting, installation, equipment, and other maintenance problems for level of expertise required and/or estimated costs of repair. Makes needed repairs either directly or through subordinate staff and contracts with outside vendors only when appropriate due to needed skill sets not available internally.

  • Maintains vendor relationships relative to vehicle repairs, towing, and vehicle purchasing, as well as building and equipment maintenance. Works with the Finance Department to ensure that all vendors are paid on a timely basis and that accounting records accurately reflect expense activity.

  • Prepares and submits periodic reports as required to track operations, facility conditions, vehicle maintenance, auto donations, and to help in the preparation of accurate accounting statements for all departments concerned.

  • Prepares and reviews all contracts/scopes of work/specifications related to repair or construction of facilities to ensure they meet all regulations and building codes as applicable.

  • Inspects properties quarterly to ensure properties do not have any safety issues and to order repairs, as per the budget. If repairs are needed to address safety issues, they should be brought to the attention of the Program Director who will be responsible to identify funding sources to make critical repairs identified.

  • Records and plans for all maintenance of all vehicles in the Volunteers of America Texas fleet, to ensure safe operation in a cost effective manner, and works effectively with Volunteers of America Texas staff to ensure they have access to a safe vehicle for use with their clients.

  • Maintains fleet database, including VIN, and provide periodic on-site inspection of vehicles; manage the fleet gas purchase program.

  • For all donated vehicles prepares all title work and related correspondence relating to vehicle acquisition and disposition, handles filing of IRS form 8282 for all vehicles appraised at $5000 or above, and maintains all original records relating to all donated and sold vehicles.

  • Effectively manages all customer service issues, relating to vehicles donated and sold, returning license plates, obtaining duplicate titles, and preparing duplicate receipts.

  • Presents vehicle maintenance material at required staff meetings.

  • Coordinates maintenance staff, including participating in all hiring, training, and deployment for large projects. Ensures that all required paperwork is submitted in a timely manner to the appropriate location or individual.

  • Trains staff in routine duties designed to minimize extensive facility/property repairs.

  • Upholds the administrative policies, procedures, and principles of the organization

  • Special Assignments as requested by CPO or CEO.

  • Produces/presents accurate and timely property related information that may be required by the Volunteers of America Texas Board of Directors or other Executive Team Members.


Manages one or more subordinates. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems up to and including termination.

The Construction Coordinator must have considerable knowledge of procedures relative to work flow of the construction implementation process, a Bachelor's Degree in Engineering or Construction Management, and a minimum of five years of construction coordination related experience. SUMMARY OF DUTIES: * Development and maintenance of office filing system for project records such as drawings, specifications, RFIs, schedules, correspondence, logs, various meeting minutes, changes submittals and all other contractual documents. * Assembles and processes project payment requisitions. * Review contract to determine documentation required and their due dates for each phase of project, applying knowledge of engineering and construction processes. * Monitor status of project to ensure documentation is submitted according to the schedule. * Review and verify project documents and reports for completeness, format, and compliance with contract requirements. * Submit project documentation to management for approval and transmit documents back to the customer. * Review all incoming correspondence for required action and ensure that timely action is taken including preparing initial response. * Maintain logs, including inspection/test reports, change status, claims, submittals, receivables, etc. * Complete and process reports and notices (e.g., bi-monthly status reports). * Keep track of Certificates of Compliance, Warranties and Guarantees. * Review of submittals with Project Manager or Construction Manager and advise reviewers of priority and critical submittals. * Review of schedule of values with Project Manager. * Process monthly payment applications taking quantity verifications, stored materials and all other back-up data into account. * Process Change Notices, Letter Change Orders, Change Orders, etc. review of proposals, working/coordination with the estimators/schedules, participating in pre-negotiations and negotiations, preparing the packages for review and concurrence. * Keep up-to-date on all contract activities. * Review Inspectors Daily Reports. * Coordinate close-out activities and close-out the contract(s). * Coordinate meetings, discussions, and negotiations as applicable. * Reports to Construction Manager, Project Manager, or Program Manager, depending on project organization. * All other duties as required. QUALIFICATIONS: (1) Bachelor's degree in Engineering, Construction Management, or related technical field. (2) A minimum of five years of experience as an Office Engineer maintaining project records. (3) Ability to read and interpret construction plans and specifications. (4) Thorough knowledge of construction practices/methods as well as construction management. (5) Ability to write and speak to report on progress and outcome of technical assignments and to present recommendations. (6) Excellent written and oral communications skills and a thorough knowledge of industry practices and regulations. (7) Ability to work as team player, detail oriented, self-motivated, willing to accept responsibility of assigned work, and ability to maintain confidential information. (8) Experience in Microsoft Office Suite and Adobe Acrobat is required, along with scanning and imaging applications.
