The Birmingham VA Medical Center is recruiting for 1 Facility Chief Logistics Officer (FCLO) to work in the Director's Office. The FCLO reports directly to Assistant Medical Center Director. The selectee provides oversight, guidance, program management and leadership in the operations of their facility, supported activities and all aspects of acquisition and logistics at the facility.

Responsibilities

This includes standardization of business processes, establishing performance measures and managing the supply chain through analysis and action as a result of established quality assurance/compliance, operating practices, and reporting within the facility. The selectee also oversees and manages strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities designed to enhance the mission of the affected facility. THE FCLO advises the Executive Leadership Team and other staff members on matters related to key aspects of logistics operations and systems. The selectee will be responsible for identification of all activities that will be involved in providing the needed logistics support, to include capital asset planning, strategic sourcing of commodities such as clinical supplies, facility maintenance supplies and services, subsistence, medical gases and provision of durable medical equipment and services for both inpatient and home care; monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan, and adjusts plans, and schedules to mitigate those impacts.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that demonstrated a practical working knowledge of all facets of logistics including requirement determination, acquisition, materiel management, performance measurement, quality management and continuous process improvement, inventory and warehouse management, transportation in a healthcare setting, etc.; responsibility for identifying activities that provided the needed logistics support such as capital asset planning, strategic sourcing of commodities such as clinical supplies, facility maintenance supplies and services, subsistence, medical gases and provision of durable medical equipment and services for both inpatient and home care;overseeing and managing strategic planning, auditing, and quality assurance as well as program compliance and oversight of a variety of activities in a healthcare setting.
