Hennepin County's Facility Services is seeking an experienced Facility & Capital Program Analyst who thrives in a highly collaborative team environment to successfully perform work in support of facilities planning and capital program management. This position reports directly to the division manager within the Planning and Project Development Division.

Location and hours:

This position is hybrid and will be performed on-site at various project locations within Hennepin County, and remote as job duties require. Work hours will be Monday through Friday, between 8 a.m. - 5 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

Budget Management

  • Coordinate the development and preparation of the annual countywide capital budget and Capital Improvement Program (CIP) for facilities-related projects.

  • Perform project cost reporting, forecast capital budget submissions, and evaluate capital budget details and summaries.

  • Prepare operating, capital, and/or project budgets.

Department Representative

  • Chair or facilitate countywide, intergovernmental, and departmental committees and task forces.

  • Establish and maintain effective working relationships with participants at all levels in the implementation and coordination of projects and programs.

  • Coordinate organization-wide committees and/or task forces, including the Designer Selection Committee (DSC) and Capital Budgeting Task Force (CBTF).

  • Support the division as subject matter expert on a variety of technology tools and solutions (i.e., Microsoft SharePoint), including the development and implementation of specialized training programs.

Facilities Management

  • Lead consultant selection (architectural and engineering) processes.

  • Manage the development and maintenance of the countywide space management system, namely FM:Systems integrating Autodesk's AutoCAD and Revit software.

  • Develop and monitor capital projects performance metrics.

  • Supervise and lead support staff within the division.

  • Provide leadership to advance the department's strategic plan objectives in the areas of user experience, climate action, equity, and continuous improvement.

  • Provide leadership to further the county goals, mission and core values for diversity, equity, and inclusion.

Management Support

  • Provide support to division and department management.

  • Support the division by assisting project planners in creating professional presentation materials for project-level and executive-level reporting.

  • Improve organizational processes, recommend policy and procedural alternatives.

  • Write and prepare reports, communications and vendor request for proposals (RFP).

Need to have:

  • One of the following:

  • Nine years or more experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.

  • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and five years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position. General administrative work is defined as the administration and/or management of programs, policies, and/or budgets.

Nice to have:

  • Four or more years of general administrative work related to capital projects and/or the management of facilities.

  • Knowledge of budget analysis and preparation.

  • Experience:

  • Preparing and/or analyzing capital budgets.

  • Assisting with or leading a public committee.

  • Performing data collection, analysis, and report preparation using Cognos or other reporting software.

  • Supervising staff.

  • With database and/or space management tools such as Autodesk's AutoCAD/Revit and/or FM:Systems and budgeting applications such as Cognos, Peoplesoft and/or other public agency data systems.

  • With Microsoft Office programs including, Access, Excel, Project, and SharePoint.

  • Supporting racial equity or disparity reduction work.

Graphic design skills.Knowledge of principles and practices of architecture. Ability to:

  • Communicate effectively both verbally and in writing, including the ability to manage conflict, identify common interests, and facilitate change.

  • Support and chair committees and task forces.

  • Establish and maintain trusting and effective relationships within and outside the organization.

  • Coordinate, consolidate, and monitor expenditure/revenue budgets.

  • Contribute to a work environment where all are respected, valued, and welcomed.
