Job Summary:
The Arizona Department of Administration (ADOA) General Services Division (GSD) is seeking a Facilities Technical Manager. This role is critical for providing leadership and direction to the facilities team, ensuring efficient operations, and maintaining high standards of accountability. The Facilities Technical Manager will oversee maintenance programs, manage budgets, and develop policies to enhance service delivery and customer satisfaction. The successful candidate will also focus on staff development, ensuring compliance with regulatory standards, and implementing long-range plans for facilities management.
Job Duties:
Responsible for general oversight of the maintenance team composed of Electricians, Plumbers, HVAC Mechanics, Stationary Engineers, Building Maintenance Technicians, and HVAC Preventive Maintenance
Ensures activities are completed in a professional manner in accordance with system standards, manufacturer recommendations and local, state and national codes and other outside regulatory agencies to include OSHA
Prepares, executes and monitors departmental operating and capital budgets
Inspects work of on buildings at the completion of each project to insure work quality
Responsible for identifying training needs, tracking performance, coaching, and motivating direct reports
Mentors and coaches team members to further develop competencies
Leads by example and models behaviors that are consistent with the ADOA values; mediates, negotiates, and resolves conflicts among employees
Develops standards of accountability, evaluates employees' performance, recognizes their achievements through reward programs, and counsels as necessary
Responsible for employee appraisals, disciplinary actions, setting goals for all employees, managing and accounting for workflow, updating metrics for team goals and using data to formulate a plan of action on difficult problems
Responsible for oversight of contract administration including workmanship, compliance to contract, and payment
Meeting with key vendors regularly to review any issues or concerns and keep them apprised of any changes to ADOA practices
Meets with each building coordinator for FOAM facilities quarterly to solicit customer input regarding quality of work done by the Unit
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
Principles and practices of facilities operations, maintenance and management
Construction principles, methods, techniques
Current applicable building and construction codes; statutes, rules, regulations, policies and procedures applicable to areas of assigned responsibility
State contacts, procurement practices, CMMS, EMS, and current building management systems
Strong understanding of commercial plumbing, electrical, electronic systems, and HVAC systems
Skills in:
Personnel administration related to hiring, training, monitoring performance and discipline
Practical application of the principles and practices of facilities operations, maintenance and supervision
Interpretation of blueprints and schematics
Interpretation and application of current building and construction codes
Developing and maintaining interpersonal relationships
Effective written and oral communication
Analysis and problem solving
Ability to:
Effectively lead skilled trades engaged in corrective and preventive work to include electrical, mechanical, HVAC, sheet- rock, plumbing
Effectively use a computer and Windows based and other computer software
Effectively use computerized work order management and energy management systems
Effectively work independently and in a team environment
Multi-task and adapt to changing priorities
Selective Preference(s):
Facility Management Professional (FMP)
Five years of progressive responsibility in managing maintenance operations of multi-building large industrial facilities
Budget, CMMS, BAS, and inventory experience.
Pre-Employment Requirements:

Valid Arizona Driver's License
