VIEW JOBS 9/23/2022 12:00:00 AM 2022-12-22T00:00 <p>Job Summary</p><p>Under administrative direction, is responsible for the management of assigned City facilities to include budgeting resources, building operation and maintenance, custodial services and the coordination and administration of projects from initial concept, planning stage to procurement of construction, reviewing bids, contract negotiations, construction and job completion. Exercises direct supervision over assigned staff.</p><p>This position is an &quot;unclassified&quot; position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.</p><p>Work Location</p><p>Central Library, 600 Soledad and 26 branch library locations</p><p>Work Hours</p><p>Work hours vary (shiftwork); Saturday-Friday workweek; weekends may be required</p><p>Essential Job Functions</p><ul><li><p>Manages the implementation of new technological systems to provide an efficient and effective energy conservation program in the operation of City facilities with regard to reducing costs.</p></li><li><p>Formulates and manages financial performance of the division, sets operational and financial goals, and oversees the development of the budget.</p></li><li><p>Manages the implementation and operation of an inventory control system.</p></li><li><p>Negotiates contracts with vendors and service providers.</p></li><li><p>Plans and coordinates fiscal/contractual activities among various City departments.</p></li><li><p>Manages the implementation and operation of a work order tracking system.</p></li><li><p>Manages the implementation and oversees the operation of quality controls associated with building maintenance.</p></li><li><p>Oversees building construction projects to ensure delivery on time, within pre-established budget, and of superior quality.</p></li><li><p>Manages the implementation and operation of a building preventive maintenance program.</p></li><li><p>Provides Support of the Departmental Safety program in the areas of facilities operations and security.</p></li><li><p>Oversees the building Security measures for Central and Branch locations and supervises Security staff.</p></li><li><p>Develops Departmental policies and procedures for maintenance, custodial, and security.</p></li><li><p>Performs related duties and fulfills responsibilities as required.</p></li></ul><p>Job Requirements</p><ul><li><p>Bachelor's Degree from an accredited college or university.</p></li><li><p>Six (6) years of experience in the management of public or private facilities, to include two (2) years of supervisory responsibility.</p></li></ul><p>Preferred Qualification</p><ul><li>Valid Class &quot;C&quot; Texas Driver's License.</li></ul><p>Applicant Information</p><ul><li><p>If selected for this position, official transcripts, diplomas, certifications and licenses must be submitted at the time of processing. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.</p></li></ul><p>Knowledge, Skills, and Abilities</p><ul><li><p>Knowledge of all trade procedures used in the maintenance and repair of facilities.</p></li><li><p>Knowledge of electrical, plumbing, HVAC, fire alarm, and other building systems.</p></li><li><p>Knowledge of blue prints, design, and general construction practices and processes.</p></li><li><p>Knowledge of facility management procedures, methods, and techniques.</p></li><li><p>Knowledge of principles and practices of budget preparation and administration.</p></li><li><p>Knowledge of contract administration and negotiation techniques and procedures.</p></li><li><p>Knowledge of public relations and marketing methods, techniques, and practices.</p></li><li><p>Knowledge of fire safety codes, regulations and policies.</p></li><li><p>Knowledge of principles and practices of supervision, training, and personnel management.</p></li><li><p>Knowledge and understanding of construction practices/techniques, Title III of ADA, contract laws, project controls, and building support systems.</p></li><li><p>Skill in utilizing a personal computer and associated software programs.</p></li><li><p>Skill in making effective presentations to City Manager and City Council.</p></li><li><p>Ability to establish and implement energy efficient systems.</p></li><li><p>Ability to develop a management plan in order to reach long range goals and objectives.</p></li><li><p>Ability to manage multiple projects simultaneously.</p></li><li><p>Ability to lead and motivate a team of construction managers, building operations personnel and custodial staff.</p></li><li><p>Ability to properly align and work with a team of accounting, property management, leasing, and construction personnel.</p></li><li><p>Ability to establish and maintain effective working relationships with City staff and the general public.</p></li><li><p>Ability to communicate clearly and effectively.</p></li><li><p>Ability to perform all the physical requirements of the position, with or without accommodations.</p></li><li><p>Working conditions are primarily inside an office environment.</p></li></ul> City Of San Antonio, TX San Antonio TX
