Job Title: Facilities Supervisor
EMCOR Government Services is seeking an On-Site Facilities Supervisor at the Heating Operation and Transmission District (HOTD) Steam Distribution Complex (SOC) in Washington, DC.
Responsibilities include on-site supervision, interaction with Government personnel, and quality assurance. Provide supervision of personnel. This includes, but is not limited to, the performance and control of the administration, operation, maintenance, and repair services. Supervises tasks and projects as assigned by Project Manager. Provides technical support and coordination for non-routine repairs and/or replacements. May supervise Subcontractors in performing this work. Responsible for reviewing administration design drawings and making suggestions on contract related elements.
Responsible for providing the day-to-day operations and maintenance, performance, supervision, and control of services provided under this contract. Ensure that these services are performed in an effective and efficient manner.
This position is contingent upon contract award.
Essential Duties and Responsibilities:
Must be familiar with the program requirements, the schedules, and ensures the proper skilled staffing levels are assigned for the
Provides coordination and oversight of work orders and concerns/problems related to construction projects. This includes regular interfaces with the Management and Administrative Staffs, Client, Tenants, Engineering/Field Staff, Construction Professionals, and vendors or
Receives and assigns personnel to service calls, takes immediate action to resolve emergency situations or breakdowns, and oversees the preventive maintenance programs.
Responsible for operation and maintenance requirements of the assigned shifts.
Receive and respond to service requests and provide updates.
Respond immediately to emergency situations and alarms.
Comply with and enforce operating procedures and quality and safety
Implement those elements of the preventive maintenance program that are assigned to the shift.
Issue directions and instructions to assigned shift personnel as
Ensure that the required operating logs and maintenance forms are completed accurately and clearly and that these are submitted to the Project Manager on a timely
Maintain a safe and accident free workplace and exercise common sense and good judgment when performing
Research/review, obtain coast estimates for, coordinate and track to completion extra work allowance/construction
Submit parts/materials order forms and work order requests for materials/supplies needed for contract jobs and extra work
Review Administration construction projects and perform walk- through inspections to provide comments and suggestions related to contract related Assist Administration with commissioning new or modified contract related equipment.
Conduct inspections and coordinate repairs and/or appropriate action as
Maintain effective relationship with Client, Management, and site staff.
Carry an activated communication device for emergency response.
Provide training to subordinates in areas of controls and good engineering practice.
Maintain responsibility for on call duty during weekends (rotating basis) or ensure on call duty is covered by a peer if unavailable.
Capable or driving a company vehicle in a safe and responsible manner and maintain a valid driver license in good standing.
Conduct a weekly toolbox meeting with employees.
Attend monthly supervisor meetings as requested.
Tour assigned mechanical rooms weekly and identify discrepancies for correction.
Perform quality control checks and assume responsibility of all work performed under this contract.
Must have strong background in troubleshooting, operation, replacement, repair, and maintaining of HVAC systems and controls.
Must have the ability to read mechanical, pneumatic and/or electrical control schematics and blueprints.
Must possess, or be capable of obtaining within 120 days of Notice to Proceed, a current state license as a Stationary Engineer, Journeyman HVAC or Steamfitter license from the Washington, DC Department of Licensing and Regulations. Time to obtain one of the licenses may be extended only if other senior management staff holds that license.
Minimum 5yrs field experience in steam distribution systems operation and repair and maintenance, experience with steam supply piping, condensate return piping, and related mechanical, electrical, and structural equipment similar to that at HOTD's Steam Distribution Complex.
Minimum 3yrs experience in managing and supervising personnel in a service-oriented industry.
Must have a strong background in operation of steam distribution systems and the ability to direct other employees in the operation of the systems.
Must have a strong background in troubleshooting, operation, replacement, repair, and maintenance of HVAC systems and controls.
Must possess, or obtain within 120 days of start date, a State EPA & USEPA approved universal certification to work on air conditioning and refrigeration equipment, including chillers (R11, R22, HFC134a, and HCFC123).
Must be capable of working flexible hours, to include occasional after normal business hours and weekends.
Must be proficient with Microsoft Office.
Must be capable of communicating effectively with representatives of the Administration and tenant organization.
Must be capable of writing effectively in the preparation of reports and forms.
Must be capable of reading mechanical, pneumatic and/or electric control schematics and blueprints.
Must be able to pick up 50 pounds.
Must be physically able to climb ladders.
Minimum high school diploma (or GED) required.
Must have valid driver's license.
