ABOUT THIS POSITION

The Public Works Department strives to improve the quality of life in Phoenix through the efficient delivery of outstanding solid waste, fleet, facilities, and energy management services.

The Facilities Planning and Projects Division within Public Works Department is seeking a Project Manager to coordinate activities and personnel involved in the implementation and completion of various Capital Improvement Projects (CIP).

Responsibilities include:

  • Design, assessments, and construction.

  • Managing project budgets, schedules, cost estimates, and needs a comprehensive knowledge of construction methods and code requirements.

  • Cooperating with client departments, architects, engineers, contractors, inspectors, and subject matter experts in the performance of their duties.

  • Electronic communications and the creation of electronic reports using MS Office, e-mail, SAP, etc.

  • Exercising independent judgment and initiative.

IDEAL CANDIDATE

  • Demonstrate an understanding of the development process.

  • Proficient with Microsoft Office 365.

  • Strong decision-making skills and effective at problem solving and negotiating resolutions.

  • Excellent communication and writing skills.

  • Bilingual (Spanish and English).

  • Certified Project Manager Professional (PMP), Six Sigma and/or Lean.

Ability to:

  • Develop clear and effective reports and presentations to diverse audiences.

  • Develop and maintain effective working relationships with employees, business partners, tenants, customers, and representatives of governmental agencies.

  • Compile financial analysis, conduct research, summarize surveys.

  • Communicate and coordinate with multiple stakeholders.

  • Using research methods, data and statistical analysis, and benchmarking to develop business decisions.

  • Develop consensus around complex issues and situations.

Knowledge of:

  • Engineering.

  • Finance methods.

  • Public administration.

SALARY

Pay Range: $69,492.80 to $131,040.00 annually.

Hiring Range: $69,492.80 to $97,780.80 annually.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.

  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS

  • Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.

  • AND Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Experience with:

  • Commercial, municipal, and governmental polices and practices.

  • Working with professional experts and senior staff.

  • Managing project budgets.

  • Procurement processes including developing scope of work and project award.

  • Various building codes, standards, and construction practices (NFPA, IBC).

  • Supervising staff and managing consultants.

  • Writing business reports, contracts, scope of work, creating presentations, and delivering to management.

  • Working with SAP Enterprise software.

  • Maximizing products across multiple media tools.

  • Leading projects or initiatives.

  • Contract negotiation and administration.
