Position Purpose:

The Facilities Project Manager is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget. This role oversees all aspects of projects, including coordinating resources and efforts of team members and third-party contractors or consultants, to deliver projects according to plan. The Project Manager will also define the project's objectives and oversee quality control throughout its lifecycle.

Responsibilities:

1.Project Planning and Initiation:

Priority: Essential Percent of Time: 20%

Examples of this work include:

  • Developing comprehensive project plans that outline scope, objectives, deliverables, timelines, and resource requirements.

  • Conducting feasibility studies, including risk assessments and cost-benefit analyses.

2.Project Execution and Monitoring:

Priority: Essential Percent of Time: 20%

Examples of this work include:

  • Coordinating internal resources and third parties/vendors for the flawless execution of projects.

  • Ensuring that all projects are delivered on time, within scope, and within budget.

  • Developing and implementing detailed project schedules and work plans.

3.Stakeholder Engagement and Communication:

Priority: Essential Percent of Time: 10%

Examples of this work include:

  • Establishing and maintaining relationships with key stakeholders, including school administrators, staff, contractors, and vendors.

  • Providing regular updates to stakeholders on project status, issues, and milestones.

  • Facilitating collaboration and communication among project team members.

4.Budget Management:

Priority: Essential Percent of Time: 10%

Examples of this work include:

  • Developing and managing project budgets, ensuring cost-effective resource allocation.

  • Monitoring and reporting on budget adherence and financial performance of projects.

  • Adjusting budget plans as necessary to accommodate project changes and constraints.

5.Quality Insurance:

Priority: Essential Percent of Time: 10%

Examples of this work include:

  • Establishing and maintaining quality control procedures to ensure project deliverables meet required standards and specifications.

  • Conducting regular inspections and reviews to ensure compliance with safety and regulatory requirements.

  • Implementing corrective actions to address any quality or compliance issues.

6.Risk Management:

Priority: Essential Percent of Time: 10%

Examples of this work include:

  • Identifying potential project risks and developing mitigation strategies.

  • Monitoring and managing project risks throughout the project lifecycle.

  • Adjusting plans as necessary to ensure project success and minimize risk impact.

7.Documentation and Reporting:

Priority: Essential Percent of Time: 10%

Examples of this work include:

  • Maintaining comprehensive project documentation, including project charters, schedules, budgets, and performance reports.

  • Preparing detailed reports on project status, progress, and outcomes for senior management and stakeholders.

  • Ensuring all project records are accurate and up to date.

8.Vendor and Contract Management:

Priority: Essential Percent of Time: 5%

Examples of this work include:

  • Overseeing the selection and management of contractors and vendors, ensuring compliance with contract terms and performance expectations.

  • Negotiating contracts and managing contractor performance to ensure project deliverables are met.

9.Post-Project Evaluation:

Priority: Essential Percent of Time: 5%

Examples of this work include:

  • Conducting post-project evaluations to identify successes and areas for improvement.

  • Implementing lessons learned to improve future project management practices and outcomes.

Knowledge, Skills, and Ability:

Minimum Qualifications:

  • Bachelor's degree in construction management, Engineering, Business or related field.

  • Minimum of three years of experience in project management, facilities management, construction management, or a related area.

  • Demonstrated ability to manage facilities projects and budgets.

  • Strong organizational, leadership, and decision-making skills.

  • Excellent communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders.

  • Knowledge of environmental, health, and safety standards and compliance requirements.

  • Proficiency in using facilities and/or construction management software and systems.

Preferred Qualifications:

  • Experience working in an educational setting or public sector facilities management.

  • Certification in facilities management, project management, or a related field.

  • Experience with project management software, specifically Procore, Bluebeam, Microsoft Project and/or related platforms.

This position reports to: Director of Facilities.

The Facilities Project Manager will have frequent and significant contact with a variety of stakeholders, requiring the ability to influence, negotiate, and maintain productive relationships.

  • Contact with school staff and administration for facilities updates and safety protocols, requiring effective communication and change management skills.

  • Engagement with external contractors and vendors, necessitating negotiation skills and the ability to safeguard the district's interests.

  • Interaction with regulatory bodies and community members, where tactful representation of FPS policies and strategic objectives is crucial.

Problem Solving:

The Facilities Project Manager will address multifaceted and technical problems that directly impact student and staff safety, requiring high-level critical thinking and decision-making.

  • Development of contingency plans for facilities emergencies and unforeseen maintenance issues, minimizing disruptions to school operations.

  • Strategic problem-solving for long-term facility planning and unexpected safety concerns, ensuring continuity in educational activities.

  • Implementation of preventative maintenance strategies to mitigate potential future issues, informed by robust data analysis and risk assessment.

Freedom to Act :

The Facilities Project Manager is expected to operate with a significant degree of autonomy, making independent decisions that align with the district's strategic direction and reporting directly to the Director of Facilities.

  • Immediate action on safety protocols, emergency repairs, and maintenance scheduling.

  • Strategic contributions to the development and execution of the Long-Range Facilities Plan.

  • Recommendations and justifications for budget allocations and resource prioritization for facility-related initiatives.
