JOB DESCRIPTION AND POSITION REQUIREMENTS:

We are searching for a Project Delivery Division Head to join our Engineering Services Office at the Applied Research Laboratory (ARL) at Penn State University. ARL's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC).

The successful candidate will manage the ARL Physical Plant project portfolio from concept to operational delivery. You will be a member of the ARL Engineering Services leadership team, supporting agility in research with strategic stewardship.

You will:

  • Oversee program management of facility modifications through proposal, business case, concept evaluation, scope determination, operational feasibility confirmation, budget prioritization, capital funding assignment, leadership approval, accreditation, transition to occupancy, and final active research operations. Work directly with OPP Design and Construction for ARL related tasking to support procurement strategy, design, bid, and construction. (Program size anticipated as $5-8M annual overhead major maintenance and $270M over 10-year capital plan).

  • Be responsible for the supervision and tasking of project delivery staff (3) and technical service facility escorts (10)

  • Integrate with ARL Facility Operations in strategic planning, procurement strategy, and daily project delivery operations.

  • Coordinate with Enterprise and Research Offices to anticipate necessary facility updates and design features to support emerging research

  • Support office level facility master planning efforts to ensure capital investments are anticipating future needs and enabling research growth in the most cost effective manner

  • Coordination of over site and ensuring compliance with PSU policy with regard to facilities operations and maintenance activities.

  • Establish operational cadence with PSU OPP to maximize project speed while maintaining necessary information security and project delivery safety and quality.

  • Act as ARL's representative with PSU Property Services in lease space negotiations, business case evaluation, fit out, and operations

  • Ensure industry best practices for establishing project delivery system to provide fully operational space that meets scope, budget, and schedule expectations for maintenance and operations projects.

  • Will require ARL cross unit project management infrastructure with security, ITS, special projects, and other enterprise and research groups to reach project goals.

  • Participate in leadership reporting structure by providing overall program updates and project specific progress updates for strategic research planning, coordination of occupants, and prioritization of work; while establishing reliable customer promises

  • Work with ARL Security to increase efficiency and maintain security stance required by sponsors. Over site of daily logistics for ensuring secure and safe delivery of construction services in ARL facilities in compliance with Penn State policy. Align risk profile and delivery expectations while maintaining information and physical security in accordance with Lab security needs.

  • Collaborate with ARL's Business Services Office to correctly report and contract for overhead, capital, and direct contract billings as they apply to construction delivery.

  • Maintain reporting and information resource structure to provide clear communications with stakeholders on project schedule, budget, and scope progress (This includes regular updates on changing priorities, project risks, funding requirements, spending projections, occupant impacts, and other delivery details)

  • Maintain outreach with peers to benchmark ARL operations, and ensure efficiency to our sponsors.

  • Coordinate training requirements with internal and external partners.

Required skills/experience areas include:

  • 8+ years of relevant experience

  • Ability to obtain security clearances

  • U.S. Citizenship

  • Bachelor's Degree

  • Comprehensive knowledge of facility project delivery process

  • Experience collaborating on business case analysis in complex organization

  • Successful history with feasibility estimates, budget tracking, scheduling, and reporting

  • Understanding of operations and supervision in a Union environment

  • Understanding of delivery of work in secure DoD environment across multiple security levels

Preferred skills/experience areas include:

  • 3+ years of supervisory experience

  • Proven track record of prioritizing high quality communication, teamwork, and reliable promises in a complex project delivery environment

  • Preparation, proposal, and presentation of complex issues for executive decision making

  • Experience with rental property lease terms, negotiations, and fit out process

  • Comprehensive knowledge of construction delivery in secure DoD environment across multiple security levels

Your working location will be fully on-site, located in State College, PA.

The pay range for this position, including all possible grades is:

$86,300.00 - $129,500.00
