The City of Roanoke is seeking a Facilities Supervisor to perform difficult skilled work in supervision of HVAC technicians, plumbers, electricians and welders engaged in maintenance or construction projects.Responsible for the planning, preparation, estimation and design of maintenance and construction projects.Coordinates and schedules equipment, materials and employees for maximum efficiency.Works with other city departments, businesses and other governments on joint projects. Position requires computer skills and an adequate ability to work with and understand work order programs, Microsoft Word, Excel, and Outlook.The position will involve receiving after-hours phone calls and working after-hours on multiple occasions, including unscheduled tasks and for unspecified lengths of time. Responds to emergency service requests at all times based on the need.May be required occasionally to work after hours, weekends and Holidays without prior notice due to critical systems failures or urgent directives from Senior Management. Expected to lead in the development of staff.

Examples of Duties

Facilities (Mechanical)

We anticipate the ideal Mechanical Supervisor to:

  • Repair or maintain high voltage systems from residential to industrial sized systems

  • Perform skilled technical work supervising and participating in the installation, repair and maintenance of heating, air conditioning and refrigeration equipment, controls and water/air delivery systems.

  • Required to provide all services associated with the City's electrical and plumbing needs.

  • Required to manage personnel in the repair, maintenance and install of various electrical and plumbing systems.

  • Ability to operate a variety of testing devices and equipment to locate and determine the types of malfunctions associated with electrical and plumbing systems including the repair of those systems.

  • Required to repair, maintain or replace wiring, motors, transformers, generators, lighting, lighting control systems, appliances, electrical circuits of all sizes, electrical equipment associated with larger systems and the associated components. All repairs, upgrades and replacement must be performed in compliance with (NEC) National Electrical Code and local regulations.

  • Required to repair, maintain and install all types of plumbing devices associated with plumbing systems form residential sized systems to industrial sized systems. Devices include: all types of water valves, various backflow valves, pumps, copper piping, steel and various plastic piping systems, rainwater recovery, swimming pool and decorative fountain maintenance sprinkler systems.

  • At times, be required to assist with large and complex projects providing various plumbing needs associated with the project.

  • operate backhoe/skid steer in the repair and replacement of underground utility systems.

Job responsibilities include but are not limited to installing, troubleshooting, and repairing heating, air conditioning and refrigeration units, including chillers, boilers and heat pumps; repairing wiring and electronic components associated with automated building management systems; and providing technical assistance with the design of HVAC systems including installations and modifications to existing systems.The successful candidate will also train other technicians and staff in preventative maintenance of HVAC systems; prepare records and reports describing procedures, actions taken, and recommended solutions;and supervise the work of HVAC and other trades technicians as assigned.

Performs difficult skilled work in supervision of a number of crews engaged in maintenance or construction projects.

ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following.Other duties may be assigned.

  • Oversees and delegates field supervision

  • Ensures project conformance to work plans and orders

  • Performs or assists in the planning, preparation, estimation, and design of maintenance and construction projects

  • Monitors internal projects and outside contractors for conformance to set standards and procedures

  • Coordinates and schedules equipment and work flow for maximum efficiency

  • Works with other City departments, businesses,agencies, and other governments concerning joint projects

  • Accounts for department inventory and ensures preventative maintenance of equipment

  • Provides training and instruction to subordinates as required

  • Prepares and submits detailed reports and records

  • Assists in the preparation of the department budget

  • Works on the project site and gives direction and assistance to crew

  • Receives and handles complaints and accident reports

  • May operate heavy and light equipment

  • Assumes duties of Facilities Superintendent in their absence, when requested

  • May be required to take classes or training to enhance job performance

SUPERVISORY RESPONSIBILITIES

Supervises crews engaged in maintenance and construction operations within assigned department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.Responsibilities include interviewing, hiring, and training employees; planning, assigning,and directing work;appraising performance;addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

HVAC-High school diploma or general education degree (GED) with five or more years of progressively responsible experience working with complex HVAC systems and equipment including chillers, boilers, package units, VAV systems (direct digital, pneumatic and automated control systems).Some supervisory experience required.Will be required to hold a Virginia StateJourneyman level certification in HVAC. Master's certification preferred.

Mechanical-High school diploma or general education degree (GED) with five or more years of progressively responsible experience working with complex industrial level systems.Some supervisory experience required.Will be required to hold a Virginia State Journeyman level certification in either electrical or plumbing.Master's certification preferred.

OTHER REQUIREMENTS:LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions,and procedure manuals.Ability to prepare plans and detailed reports.Ability to establish and maintain effective working relationships with others.Ability to speak effectively before groups of customers or employees.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a valid appropriate driver's license issued by the Commonwealth of Virginia. Depending on area of assignment, may require possession of an appropriate class A, B or C commercial driver's license.

Must be able to pass/maintain level 1 CJIS (Criminal Justice Information Systems) background check & certification due to required access to secured areas.

Depending on trade assigned (if Mechanical or HVAC), must possess minimum of related trade Journeyman certification. Master's certification preferred.
