ASRC Federal Field Services, a Subsidiary of ASRC Federal Holding Company, is currently seeking a Facilities Management & Operations Supervisor at the Plum Island Animal Disease Research Center, located on Plum Island, NY. (1.5 nautical miles off North Fork of Long Island & 6 nautical miles off coast of Old Saybrook, CT). Marine transportation furnished by Government provided ferry.

Summary:

Supervise facilities O&M functions, including shipping and receiving, construction and renovations projects, painting services, and general maintenance in connection with the interior and exterior appearance of all assigned facilities buildings as well as maintenance of grounds. Supervise and direct operations of facility cafeteria and building custodial services. Ensure all work is performed in compliance with facility-specific processes and practices. Ensure delivery of services in food preparation, laundry services, glassware sterilization, laboratory, and general custodial support. Schedule and direct daily work activities of support staff to ensure the efficient and safe operation of cafeteria, laundry, and glassware maintenance, and building custodial services. Plan, organize, and manage the work of subordinate staff to ensure the work is accomplished in a manner consistent with project goals and requirements. Provide oversight and coordination of structural projects within physical areas of responsibility. Direct all support services and support all facility-sponsored events.

Roles/Responsibilities:

  • Coordinate the delivery of animals, feed, equipment, food, and general supplies to the island.

  • Supervise and direct maintenance team in support of facility O&M functions and ensures the efficient and safe operation of power equipment, supporting systems, as well as planning of preventive maintenance and repairs of equipment.

  • Coordinate and direct a variety of maintenance tasks such as performing office renovations, assembling, and moving office furniture, and setting up facility sponsored events.

  • Make policy recommendations on O&M matters and coordinates facility O&M budgeting, planning, and execution with island staff in shared use facilities.

  • Maintain equipment inventory and direct preventive maintenance

  • Monitor operations to ensure staff members comply with administrative policies and procedures, safety rules, union contracts, and Government regulations.

  • Oversee and ensure compliance with facility operational procedures as well as New York State DOH and OSHA compliance/reporting related to general support services.

  • Ensure maintenance of septic tanks and cesspools at facility site on prescribed schedules or as necessary.

  • Forecast and evaluate O&M needs; equipment replacement requirements; staffing requirements; ensure adequate and cost-effective supplies and equipment are available to meet the operational needs of the facility.

  • Budget and plan departmental expenditures as well as reviews and recommends vendors and new technologies. Ensures integrity of accounting of cafeteria proceeds and expenditures.

  • Other duties as determined and assigned by Department Manager.

Bachelor's degree in related field or equivalent experience; 2-4 years. Ability to obtain & maintain required security clearances and must undergo a required physical examination and vaccinations. Perform physical activities that require considerable use of your whole body. Utilization of appropriate PPE (personal protective equipment) such as safety shoes, hard hats, hearing, and eye protection is required. Ability to climb ladders, reach overhead and lift to 50 lbs. Industrial work environment that may include loud noise, heat, stress, work indoors and outdoors.

As a condition for employment, all personnel entering the BSL-3 biocontainment facilities at Plum Island shall not be in contact with specific susceptible animals and their premises off Plum Island for a period of five (5) days after leaving biocontainment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near contagious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where the quarantine cannot be enforced.

This position offers a pay range of $96,000- $110,000 depending on experience, seniority, geographic locations, and other factors permitted by law.
