DEFINITION

Under immediate (Facilities Maintenance Worker I) or general (Facilities Maintenance Worker II) supervision, maintains and repairs City buildings, facilities, structures, assets, and equipment; performs semi-skilled and skilled maintenance work involving painting, plumbing, carpentry, locksmithing, minor electrical, and HVAC; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate (Facilities Maintenance Worker I) or general (Facilities Maintenance Worker II) supervision from assigned supervisory or management personnel.Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Facilities Maintenance WorkerI: This is the entry-level classification in the Facilities Maintenance Worker series. Initially under close supervision, incumbents learn and perform routine painting, plumbing, carpentry, locksmithing, minor electrical, and HVAC maintenance and repair duties related to the City's building and facilities maintenance functions. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Facilities Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Facilities Maintenance WorkerII: This is the fully qualified journey-level classification in the Facilities Maintenance Workerseries. Positions at this level are distinguished from the Facilities Maintenance Worker I level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Facilities Maintenance Worker class series are flexibly staffed; positions at the Facilities Maintenance Worker II level are normally filled by advancement from the Facilities Maintenance Worker I level; progression to the Facilities Maintenance Worker II level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Facilities Maintenance Worker II level.

Essential functions may include, but are not limited to, the following:

Positions at the Facilities Maintenance Worker I level may perform some of these duties and responsibilities in a learning capacity.

  • Performs a variety of building maintenance functions at City facilities including, but not limited to City Hall, the Police Department, City Fire Stations, Corporation Yards, Wastewater Treatment Plant, City-owned theaters, and City parks structures.

  • Prepares surfaces for painting, staining, or re-texturing; matches paint colors; applies paint to building interiors, fixtures, equipment, and exteriors; strips and paints or stains cabinets, doors, and woodwork.

  • Builds new walls; repairs, replaces, tapes, and textures drywall; installs tile, flooring, and carpet.

  • Installs, maintains, and repairs indoor plumbing systems and a variety of plumbing fixtures such as faucets, sinks, toilets, drinking fountains, and water heaters; clears obstructions from drains and toilets.

  • Performs minor electrical repairs; installs or repairs light fixtures, ballasts, switches, and outlets.

  • Performs minor preventive maintenance service and repairs on appliances, refrigeration, air conditioning, and heating systems; responds to all HVAC calls; contactsHVAC vendors, City electricians, and other highly specialized vendors when needed; monitors work performed by third party vendors.

  • Makes repairs on doors, windows, floors, lockers, gates, roofs, and ceilings; diagnoses and repairs water intrusions including roof leaks, siding leaks, and window leaks.

  • Installs, repairs, and replaces locks and other door hardware; rekeys locks on City buildings and properties; provides access to City buildings and facilities for vendors and contractors; maintainselectronic card reader access system.

  • Receives work orders electronically; prepares, maintains, and inputs detailed logs, records, and reports of maintenance and repair activities via mobile and stationary digital devices into automated software systems.

  • Responds to telephone, e-mail, and in-person requests from City employees regarding their facilities maintenance needs.

  • Participates in all safety programs required to effectively perform associated job requirements.

  • Repairs, installs, and constructs tables, shelves, cabinets, base boards, counter tops, and other wood equipment and fixtures; finishes cabinets and counter tops; renovates offices.

  • Purchases tools, materials, and parts needed for maintenance and repair work.

  • Moves heavy equipment and/or furniture involving use of forklift, bucket truck, scissor lift, hand trucks, dollies, and City vehicles to unload, pick-up, and deliver freight.

  • Cleans work areas following completion of maintenance, construction, or repairs.

  • Performs other related duties as assigned.

Knowledge of:

  • Principles, practices, methods, equipment, materials, and tools used in maintenance and repair of City buildings and facilities, including carpentry, cabinet making, locksmithing, plumbing maintenance of heating and air conditioning systems, painting, and minor electrical repair.

  • Principles, theories, and standard practices of several maintenance trades as they apply to maintenance and repair of structures, machinery, and equipment.

  • Applicable Federal, State, and local laws, codes, and regulations.

  • Occupational hazards and safety equipment and practices related to the work.

  • Principles and procedures of record keeping and reporting.

  • Safe driving rules and practices.

  • Use and maintenance of a variety of power and hand tools.

  • Principles and practices of work safety.

  • Techniques for providing a high level of customer service by effectively interacting with the public, vendors, contractors, and City staff.

  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to:

  • Perform semi-skilled to skilled maintenance and repair work in the carpentry, plumbing, painting, mechanical, heating, air conditioning, and electrical trades.

  • Perform a variety of technical tasks in the construction, maintenance, renovation, and repair of City buildings and facilities.

  • Understand and observe work safety rules.

  • Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.

  • Perform duties in a manner to maximize public safety in the area of building maintenance and construction.

  • Identify building maintenance needs and take corrective actions.

  • Troubleshoot mechanical and electrical problems.

  • Safely and effectively use, operate, and care for hand tools, mechanical equipment, power tools, and light to medium equipment required for the work.

  • Accurately determine project material needs and recommend purchases.

  • Maintain tools and equipment in a clean working condition providing for proper security.

  • Maintain accurate logs, records, and basic written records of work performed.

  • Follow department policies and procedures related to assigned duties.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

  • Facilities Maintenance Worker I/II: Equivalent to completion of the twelfth (12th) grade supplemented by courses in building construction, maintenance, or a related field.

Experience:

  • Facilities Maintenance Worker I: One (1) year of building maintenance experience.

  • Facilities Maintenance Worker II: Three (3) years of increasingly responsible building maintenance experience.

Licenses and Certifications:

  • Possession of a valid California Driver's License, to be maintained throughout employment.

  • Possession of, or successful acquisition within probationary period, a valid certification in American Red Cross CPR, First Aid and AED to be maintained throughout employment.

Supplemental Information

PHYSICAL DEMANDS

Must possess mobility to work in a field environment; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to detect shades of color, read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights with the use of proper equipment and assistance from other staff. Employees must wear and use the proper Personal Protective Equipment (PPE).

ENVIRONMENTAL ELEMENTS

Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspaces, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS

May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.
