Examples of ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Directs, instructs, schedules, reviews, and evaluates the work activities of assigned staff; provides after hours on-call support and guidance.

  • Coordinates and performs Facilities Maintenance operations and functions in the areas of plumbing, elevators, roofing, painting, carpentry and structural repairs, light electrical repairs, backflow prevention device testing, mold remediation, asbestos remediation, overhead doors, fire extinguishers, and building lock hardware in city buildings and facilities.

  • Assists in obtaining bids for special projects; coordinates projects with other departments or agencies to minimize interference with city operations; inspects on-site work to ensure contract compliance.

  • Establishes and monitors preventive maintenance and scheduled maintenance programs for responsible activities in city buildings and facilities.

  • Coordinates daily operations, preventive maintenance and repairs to both hardware and software of PC-based energy management systems.

  • Provides technical guidance and develops specifications for new and replacement equipment and for services requested of contractors.

  • Assists in the preparation of the division budget.

  • Establishes and monitors safety procedures of assigned staff.

  • Prepares reports and correspondence as required.

  • Assess the training needs of assigned employees and provides additional training as appropriate.

  • Reviews construction specifications; reviews submittals from contractors.

  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent inspects repairs and maintains equipment and buildings to ensure compliance with city standards. The incumbent must determine specifications for contractor repair and maintenance work and frequently makes on-the-spot decisions regarding what actions to take if these specifications are not being met. The incumbent must establish performance measures for employees supervised and evaluate performance against these standards. The incumbent must efficiently direct staff to accomplish objectives in a timely manner.

Minimum Qualifications:

Knowledge of: Advanced construction maintenance and repair methods; electrical circuits and wiring systems; electrical conservation methods and practices; HVAC systems and application installation, maintenance, and repair functions; plumbing installation, maintenance, and repair functions; backflow prevention device testing; applicable computer hardware and software applications such as energy management systems, security card access control systems, vote tally systems, and fire systems.

Skill in: Communicating clearly both verbally and in writing; providing effective supervision to assigned staff; make simple mathematical calculations; working in a stressful environment.

Education: High school graduate or GED, plus a minimum of two (2) years of applicable trade school training.

Experience: Five (5) years of progressively responsible experience in the maintenance and repair of buildings and HVAC systems, with at least two (2) years of supervisory experience preferred.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class C driver's license (must obtain within 30 days of hire per state law). Must possess or obtain CFC Reclamation and Recycling license within six (6) months of appointment to position. Texas State Journeyman Electrician's and/or HVAC license. Texas State Backflow Prevention Assembly Tester (BPAT) License. Certification as an Asbestos Inspector and Management Planner and Mold Assessment, or ability to obtain within six (6) months of appointment to position.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in and around city buildings and facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces and around machines, and to operate varied hand and power tools and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach when completing maintenance and repairs. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.

Employees work in and around buildings and facilities and may be exposed to loud noise levels, heights, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and electrical hazards, and hazardous physical substances and fumes.
