GENERAL PURPOSE

Under general supervision, performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of City facilities including carpentry, painting, plumbing, electrical work; inspects and troubleshoots problems involving heating, ventilation, and air conditioning (HVAC) systems; and performs other related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

  • Responds to facilities maintenance service requests and initiates preventative maintenance tasks involving City buildings and facilities.

  • Plans, prioritizes, assigns, reviews, and participates in the work of staff and contractors responsible for facility maintenance.

  • Establishes schedules and methods for providing facility maintenance services; identified resource needs; reviews needs with appropriate management staff; allocates resources accordingly.

  • Establishes and supervises the preventative maintenance schedules for building structures, and mechanical and specialized equipment, coordinates with appropriate authorities to ensure periodic inspection, maintenance, and testing of fire and emergency warning systems, and building security.

  • Develops and organizes preventative maintenance and safety inspection programs for all facilities and equipment.

  • Assists in the preparation of various contracts, requests for proposals, and reports.

  • Coordinates with contractors in providing contract services; ensures work is in compliance with specifications.

  • Confers with supervisor regarding work priorities and requests equipment, supplies and parts and/or assistance from approved contractors; estimates time and materials required to complete assignments and determines whether specialized tools and equipment are needed.

  • Performs mechanical and carpentry functions, such as installing shelves, paneling, plexiglass, storage racks, and equipment; places earthquake straps on furniture as necessary.

  • Installs or repairs dry wall and applies plaster and patching materials.

  • Repairs and replaces carpeting, ceiling materials, and furniture, as needed.

  • Cleans, prepares, and paints walls and other surfaces.

  • Inspects refrigerators, freezers, sinks, and dishwashers for proper operation.

  • Troubleshoots plumbing problems and performs basic repairs; unclogs sinks, toilets, and other fixtures; repairs leaks from faucets and drains.

  • Installs, repairs, and replaces piping, hoses, fittings, adapters, couplings, and other components.

  • Checks, calibrates, and resets thermostatic controls.

  • Performs minor electrical repairs, including replacing light bulbs and checking fuses.

  • Operates and uses a variety of power and hand tools and metering equipment.

  • Coordinates and conducts room inspections; meets with janitorial contractor on cleaning and maintaining assigned areas.

  • Performs and maintains the on-site and off-site storage location; transports equipment and boxes to appropriate locations.

  • Maintains a variety of logs and maintenance reports; procures, picks up, and logs received equipment.

  • Performs related duties as required.

QUALIFICATIONS GUIDELINES

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Contract management, maintenance, operations, services, and activities of a facilities maintenance, repair, and construction program; general building maintenance and repair functions related to carpentry, plumbing, and electrical maintenance practices and procedures; basic construction and repair methods and techniques; basic building and facilities inspection practices; operational characteristics of tools and equipment used in building maintenance activities; proper procedures used in the maintenance and repair of hand and power tools; principles and practices of record keeping; occupational safety and health standards and requirements.

Ability to:

Perform semi-skilled and skilled maintenance and repair work related to public buildings and facilities; conduct inspections and identify and correct hazards; safely operate hand and power tools; understand and follow oral and written instructions; complete and maintain records including time and material use records; ensure adherence to safe work practices and procedures; work independently in the absence of supervision; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Licenses/Certificates/Special Requirements:

A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.

Education/Training/Experience:

A typical way of obtaining the knowledge, skills, and abilities outlined above is equivalent to graduation from high school, supplemented by specialized training and certification in one or more of the skilled trades, and two years of basic maintenance experience in carpentry, plumbing, electrical, and HVAC work; or an equivalent combination of training and experience.PHYSICAL AND MENTAL DEMANDS AND WORK ENVIRONMENT

Specific hearing abilities required by this job include hearing in the normal audio range with or without correction. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Mental Demands

While performing the duties of this class, the employee must be able to use written and oral communication skills; read and interpret data, information and documents; interpret policies and procedures; use math and mathematical reasoning; learn and apply new information or new skills; work under deadlines with constant interruptions; and interact with the general public, outside organizations, business representatives, employees, and others encountered in the course of work, including occasionally dealing with conflict situations.

Work Environment

The employee works in outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, solvents, toxic agents, chemicals, gases, electrical currents, and all types of weather and temperature conditions; exposure to hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
